St-Gérard Community Centre - Additional Funding - Use of Contingency Fund

CONSIDERING THAT in May 2022, resolution number CM-2022-341 authorized the treasurer to draw an amount of $1,578,000 from the City's unallocated surplus (the contingency fund), representing the difference between the reconstruction costs of the Centre communautaire Saint-Gérard ($3,650,135) and the sums already received from the insurance company ($1,322,135) as well as the grant from the Fonds canadien de revitalisation des communautés (Canada Community Revitalization Fund) to be received under the Programme de développement économique du Québec/Fonds canadien de revitalisation des communautés ($750,000);

CONSIDERING THAT according to the presentation "Centre communautaire St-Gérard – Mise à jour financière" (St-Gérard Community Centre – Financial Update) which was made by the Infrastructure and Projects Department and shared during the 2024 budget study week, the estimate for the completion of the community centre construction project is now $6,500,000, including professional fees, thus indicating a shortfall of $2,849,865;

CONSIDERING THAT the deadline to obtain the grant from the Fonds canadien de revitalisation des communautés is March 31, 2024, and that the grant amount has not been received to date; pending confirmation, it has been removed from the financing, leaving a shortfall of $3,599,865;

CONSIDERING THAT during the 2024 budget study week, this situation was presented and it was agreed that a resolution would be drafted to approve the use of the contingency fund once the Infrastructure and Projects Department reached the tender stage for the execution of the work, in order to have the final amount required for the completion of the project:

PROPOSED AND RESOLVED THAT this committee recommend to the council to finance, from the contingency fund reserve, the additional sum of $3,599,865 necessary for the reconstruction of the Centre communautaire Saint-Gérard. Should a grant of $750,000 be confirmed, it will be returned to the contingency fund reserve.

This recommendation of the executive committee comes into effect on the day of its approval by resolution of the municipal council. To this end, the treasurer is authorized to make the accounting entries required to give effect to this resolution. A treasurer's certificate was issued on March 25, 2024.
