6. 2026-2030 Municipal Youth Action Strategy Action Plan

The objective of the presentation is to obtain a recommendation from the Commission regarding the renewal of the 2026-2030 Municipal Youth Action Plan. A context update and the action plan are presented. The action plan mainly aims to make municipal offerings more visible, accessible, and attractive to youth aged 12 to 17, relying on a progressive and flexible approach. Several areas of intervention are presented, including youth communication, environment and sustainable mobility, civic participation, personal development, living together and inclusion, as well as recreational, cultural, and social life. It is explained that the action plan will span five years and provides for evolving actions, allowing for the adaptation of projects over time and co-construction with youth and partners. The Youth Commission will be called upon to play an active role in monitoring and deploying the action plan.

Following the presentation, discussions took place. In particular, the importance of developing sustainable spaces and initiatives, rather than just one-off events, was highlighted to foster continuous youth engagement. The flexibility of the plan was put forward, allowing for the integration of new ideas and responding to emerging needs.

Recommendation

Considering that the Youth Commission has the mandate to monitor issues related to the quality of life of youth;

Considering that the Youth Commission has the mandate to represent the interests of youth and include them in municipal reflections and actions;

Considering that the Ville de Gatineau adopted a Municipal Youth Action Strategy in 2021;

Considering that the youth action plan stems from consultation activities conducted with youth and youth partners;

Considering that the youth action plan aims to meet the needs of youth and support their development, engagement, and well-being:

The Youth Commission recommends to the municipal council:

  • to adopt the 2026-2030 Municipal Youth Action Plan;
  • to mandate the Youth Commission to ensure the monitoring of the deployment of the 2026-2030 Municipal Youth Action Plan.
