Questions, answers, and comments were formulated, concerning among other things:

  • The Ville de Gatineau built heritage inventory dates from 2008 and has not been updated since 2011. A new update is underway. Only buildings listed in this inventory require the opinion of the Local Heritage Council (Conseil local du patrimoine - CLP). For buildings with heritage potential that are not listed in the inventory, the CLP's opinion must be requested by the Demolition Request Committee (Comité sur les demandes de démolition - CDD). To avoid postponing this request, since the building at 8, rue Dalpé is not listed in the inventory, the administration consulted the chair, who then consulted her two colleagues on the CDD, so that the CLP could provide its opinion on the building at 8, rue Dalpé even though it is not listed in the inventory and even though the CDD did not officially request it;
  • The project proposes to increase density and provide structure to boulevard Saint-Joseph;
  • The proposal to recover wooden planks from the exterior cladding of the building at 8, rue Dalpé to integrate them into the replacement project is considered a bit weak;
  • It is believed that it is possible to preserve the house at 8, rue Dalpé and carry out another project;
  • The rear facade of the replacement project is weak and turns its back on the neighborhood;
  • The work to trace the history of the building at 189, boulevard Saint-Joseph is highlighted, which will allow it to return to its essence as a bourgeois house;
  • It is appreciated that the building at 8, rue Dalpé has retained its wooden exterior cladding;
  • It is believed that it is important to preserve the building at 8, rue Dalpé;
  • The Société d’histoire de l’Outaouais is organizing a guided tour that includes a stop at 8, rue Dalpé;
  • It would have been desirable to have access to the entire heritage study document for the building at 8, rue Dalpé. It is answered that this document will be made accessible to members;
  • There is an impression of the durability of the building at 8, rue Dalpé, considering the quality of its construction;
  • There is no desire to block a downtown project to preserve the building at 8, rue Dalpé;
  • It is recalled that it is possible to move a building;
  • A member registers their dissent to the recommendation of the Urban Planning and Sustainable Development Department regarding the demolition of the building at 8, rue Dalpé.

CONSIDERING THAT a request to demolish an isolated two-family dwelling, currently occupied, has been made for the property located at 8, rue Dalpé; CONSIDERING THAT the existing main building, built in 1900, is not identified in the document "Ville de Gatineau - Inventaire du patrimoine bâti - 2008"; CONSIDERING THAT according to a study submitted by the applicant, carried out in April 2023 by the consultant Gris-Orange Inc., the heritage interest of this building is evaluated at a high level; CONSIDERING THAT the Urban Planning and Sustainable Development Department (Service de l’urbanisme et du développement durable - SUDD), as part of the analysis of the heritage potential of several buildings targeted by the revision of the traditional heritage inventory, considers that the heritage value of this property is strong; CONSIDERING THAT the applicant states that the building is habitable and does not require restoration work; CONSIDERING THAT no complaint file regarding the deterioration of the quality of life of the neighborhood targets the building to be demolished; CONSIDERING THAT the occupants were notified verbally by the owner, during the acquisition of the property, that a demolition request would be filed with the Ville de Gatineau; CONSIDERING THAT the preliminary program for the reuse of the cleared land aims for the construction of a 10-storey building, comprising a total of 142 housing units as well as businesses on the ground floor; CONSIDERING THAT the construction project constituting the preliminary program for the reuse of the cleared land must be approved by the council, pursuant to the Règlement relatif aux plans d’implantation et d’intégration architecturale numéro 505-2005 and that its design, still evolving, could require the granting, by the council, of minor variances to the Règlement de zonage numéro 532-2020; CONSIDERING THAT the construction project constituting the preliminary program for the reuse of the cleared land must be approved by the council, pursuant to the Règlement relatif aux usages conditionnels numéro 506-2005, since the project has more than 100 housing units; CONSIDERING THAT the Demolition Request Committee can set the conditions necessary for the issuance of a demolition certificate; CONSIDERING THAT a member registers their dissent and is in favor of the realization of the project as presented;

CONSEQUENTLY, this Committee recommends to the Demolition Request Committee NOT to approve, pursuant to the Règlement visant à régir la démolition d'immeubles sur le territoire de la Ville de Gatineau numéro 900-2021, the demolition of the two-family building located at 8, rue Dalpé. However, if the Committee grants the demolition authorization, it must be conditional upon:

  1. The approval of the construction project constituting the program for the reuse of the cleared land pursuant to the Règlement relatif aux plans d’implantation et d’intégration architecturale numéro 505-2005;
  2. The approval of the construction project constituting the program for the reuse of the cleared land pursuant to the Règlement relatif aux usages conditionnels numéro 506-2005;
  3. The granting, by the council, of minor variances to the Règlement de zonage numéro 532-2020, if required;
  4. The simultaneous issuance of the building permit for the replacement project and the certificate of authorization for the demolition work, following the transmission of the notice of intention to authorize the demolition to the Minister of Culture and Communications and the absence of opposition on their part.
