Questions, answers, and comments were formulated, concerning among other things:

  • The replacement project does not integrate well into the neighborhood;
  • It is believed that it would be preferable for the project to incorporate a podium (basilaire);
  • The project is compared to Viu 2, which included townhouses at the rear of the project on rue Notre-Dame-de-l’Île for better integration;
  • It is suggested to set back the building footprint toward boulevard Maisonneuve to allow for the addition of a podium on the facade facing rue Dollard-des-Ormeaux;
  • It is estimated that the building at 176 rue Dollard-des-Ormeaux is in good condition. Furthermore, this building is listed in the traditional built heritage inventory and possesses average heritage value;
  • It is specified that the Zoning Bylaw has been updated to require a podium for this type of project;
  • The replacement project will be subject to the approval of a Site Planning and Architectural Integration Program (PIIA);

Questions, answers, and comments were formulated, concerning among other things:

  • The type of conditions that can be added to the resolution of the Demolition Review Committee is specified in the Loi sur l’aménagement et l’urbanisme in article 148.0.12;
  • The location of the vehicular access has been validated by the Mobility Department;
  • The preservation of the dwelling at 176 rue Dollard-des-Ormeaux would prevent the development of an access driveway to the underground garage from rue Edgar-Chénier;
  • A request is made for the addition of these conditions to the favorable recommendation for demolition: that a podium be added to the replacement project on rue Dollard-des-Ormeaux, that this podium create a townhouse effect, that the main entrance of the building be moved to rue Dollard-des-Ormeaux, and that the ground-floor units be accessible directly from the street.

CONSIDERING THAT a request aimed at demolishing an isolated two-family dwelling has been formulated for the property located at 176 rue Dollard-des-Ormeaux; CONSIDERING THAT the existing main building built in 1920 is identified in the inventory "Ville de Gatineau – Inventaire du patrimoine bâti traditionnel – 2025"; CONSIDERING THAT the building presents stability and infiltration issues that alter its condition and that it will require several works (art. 22, criterion 5°, a); CONSIDERING THAT the building has an "average" heritage value, notably due to the replacement of the stucco covering of its facades in 1959 (art. 22, criterion 6° a) and 6° d); CONSIDERING THAT the planned reuse program for the cleared land consists of building an eight-story multi-family dwelling, counting 93 units, and respects the objectives of the current urban plan; CONSIDERING THAT the reuse program for the cleared land will be subject to Règlement numéro 535-2025 regarding Site Planning and Architectural Integration Programs (PIIA); CONSIDERING THAT the Demolition Review Committee (CDD) can set the conditions necessary for the issuance of a demolition certificate; CONSIDERING THAT the vote is requested, and that eight members vote for the demolition project, that two members vote against, and that two members are absent;

CONSEQUENTLY, this Committee recommends to the Demolition Review Committee to approve, under the Règlement visant à régir la démolition d’immeubles sur le territoire de la Ville de Gatineau numéro 900-2021, the demolition of the two-story two-family dwelling, with isolated structure, located at 176 rue Dollard-des-Ormeaux, conditionally to:

  • That a podium be added to the replacement project on rue Dollard-des-Ormeaux;
  • That this podium create a townhouse effect;
  • That the main entrance of the building be moved to rue Dollard-des-Ormeaux;
  • That the ground-floor units be accessible directly from the street.
