Heritage – Demolition of a multi-unit dwelling – 93, rue des Oliviers – Parc-de-la-Montagne-Saint-Raymond electoral district – Isabelle Cousineau

The committee discussed concerns regarding tenant relocation, the building's heritage value, and the design of the proposed replacement structure. Questions, answers, and comments were formulated, concerning among other things:

  • A request for more information regarding the applicant's intention to relocate tenants to other nearby housing. It was answered that a City does not have control over this element, and that it was included in the project analysis for informational purposes. However, this element, as well as the sending of registered letters to inform tenants of the demolition, among others, were considered in the evaluation of criterion 5°, f) of the Règlement visant à régir la démolition d’immeuble sur le territoire de la Ville de Gatineau (Bylaw governing the demolition of buildings in the City of Gatineau), concerning the prejudice caused to tenants;
  • The notice that must be given to tenants by the landlord for them to vacate their dwelling is under the jurisdiction of the Tribunal administratif du logement (Administrative Housing Tribunal). The minimum delay is three months following the issuance of a demolition authorization certificate;
  • It was mentioned that the color code in the project analysis, which determines whether evaluation criteria are met or not, can be misleading;
  • The project is located near a landslide zone, so geotechnical studies will be required;
  • Tenants were informed of the demolition by registered letter. Copies of these letters were received by the administration;
  • The Demolition Review Committee has the power to issue a condition requiring the applicant to submit proof of tenant relocation;
  • A question was raised as to whether it would have been simpler to just expand the existing building, rather than demolishing and rebuilding a project that leaves little space and offers little greening. The harmony of the project is not felt. It was wished that storage spaces were inside the building.

CONSIDERING THAT a request to demolish a multi-unit dwelling has been made for the property located at 93, rue des Oliviers;

CONSIDERING THAT the existing main building, built in 1920, is identified in the inventory "Ville de Gatineau – Inventaire du patrimoine bâti traditionnel – 2025" (City of Gatineau – Inventory of traditional built heritage – 2025);

CONSIDERING THAT the building to be demolished presents general degradation issues due to a lack of maintenance and will require several works (art. 22, criterion 5°, a);

CONSIDERING THAT the building to be demolished has "average" heritage value, notably due to the modification of the original exterior cladding (art. 22, criterion 6° a) and 6° d);

CONSIDERING THAT the proposed reuse program for the cleared land consists of building a three-story multi-unit dwelling that integrates into the rue des Oliviers neighborhood and respects the objectives of the current urban plan;

CONSIDERING THAT the reuse program for the cleared land requires minor variances and will be subject to discretionary authorization;

CONSIDERING THAT the Demolition Review Committee (CDD) may set the conditions necessary for the issuance of a demolition certificate;

CONSIDERING THAT a vote was requested, and that six members voted for the demolition, four members voted against, one member abstained, and one member was absent.

CONSEQUENTLY, this Committee recommends that the Demolition Review Committee approve, pursuant to the Règlement visant à régir la démolition d’immeubles sur le territoire de la Ville de Gatineau number 900-2021, the demolition of the multi-unit dwelling located at 93, rue des Oliviers.
