DEMOLITION REQUEST COMMITTEE – MINUTES – 220th meeting held on October 8, 2024 at 4:33 p.m.

CONSIDERING THAT a request to demolish an occupied single-family home has been submitted for the property located at 17, rue Davies;

CONSIDERING THAT the existing main building, constructed in 1958, has no recognized heritage value and is not identified in the document Ville de Gatineau – Inventaire du patrimoine bâti – 2008;

CONSIDERING THAT according to the applicant, the building is in good condition and does not require restoration work;

CONSIDERING THAT a complaint file is active regarding the deterioration of neighborhood quality of life concerning the building to be demolished;

CONSIDERING THAT the preliminary reuse program for the cleared land consists of consolidating the lots at 17, rue Davies and 19, rue Davies, in order to build a four-storey residential building containing 11 housing units;

CONSIDERING THAT the construction project constituting the preliminary reuse program for the cleared land must be subject to council approval for minor derogations to Règlement de zonage numéro 532-2020, notably for front and side street setbacks;

CONSIDERING THAT the Demolition Review Committee (CDD) may set the conditions necessary for the issuance of a demolition certificate;

CONSIDERING THAT before rendering its decision, the Committee took into account all evaluation criteria listed in Article 22 of règlement numéro 900-2021;

CONSIDERING THAT before rendering its decision, the Committee took into account the oppositions received following the publication of the public notice of demolition on September 25, 2024;

CONSIDERING THAT this Committee is convinced of the appropriateness of the complete demolition of the building, given the public interest and the interest of the parties;

AND RESOLVED THAT this Committee approves, pursuant to Règlement visant à régir la démolition d'immeubles sur le territoire de la Ville de Gatineau numéro 900-2021, the demolition of the residential building located at 17, rue Davies, conditionally upon:

1. The granting, by the council, of minor derogations to Règlement de zonage numéro 532-2020 for the implementation of the preliminary reuse program for the cleared land;
2. The simultaneous issuance of the building permit for the replacement project and the authorization certificate for the demolition work.

CONSIDERING THAT a request to demolish a detached single-family home has been submitted for the property located at 1441, boulevard Saint-René Est;

CONSIDERING THAT the existing main building, constructed in 1975, has no recognized heritage value and is not identified in the document Ville de Gatineau – Inventaire du patrimoine bâti – 2008;

CONSIDERING THAT according to the inspection report carried out by the firm Inspections Baizana Inc. on February 2, 2024, work would eventually be required, such as repairs to foundation cracks, plumbing, electricity, and the heating system, in order to bring the building into compliance with current construction standards;

CONSIDERING THAT according to this same inspection report, the recommended work is estimated between $100,000 and $150,000;

CONSIDERING THAT there are no active complaint files regarding the deterioration of neighborhood quality of life concerning the building to be demolished;

CONSIDERING THAT the building is currently occupied, but the tenant has signed an open-ended lease and has been informed of the owner's intentions regarding the demolition of the building;

CONSIDERING THAT the preliminary reuse program for the cleared land consists of building a six-storey residential building containing 84 housing units;

CONSIDERING THAT the construction project constituting the preliminary reuse program for the cleared land is evolving and could be subject to council approval of minor derogation(s) to Règlement de zonage numéro 532-2020;

CONSIDERING THAT the Demolition Review Committee (CDD) may set the conditions necessary for the issuance of a demolition certificate;

CONSIDERING THAT before rendering its decision, the Committee took into account all evaluation criteria listed in Article 22 of règlement numéro 900-2021;

CONSIDERING THAT no opposition was received following the publication of the public notice of demolition on September 25, 2024;

CONSIDERING THAT this Committee is convinced of the appropriateness of the complete demolition of the building, given the public interest and the interest of the parties;

AND RESOLVED THAT this Committee approves, pursuant to Règlement visant à régir la démolition d'immeubles sur le territoire de la Ville de Gatineau numéro 900-2021, the demolition of a detached single-family home located at 1441, boulevard Saint-René Est, conditionally upon:

1. The granting, if required, by the council, of minor derogations to Règlement de zonage numéro 532-2020 for the implementation of the preliminary reuse program for the cleared land;
2. The simultaneous issuance of the building permit for the replacement project and the authorization certificate for the demolition work.
