A question and comment period took place. It was noted that the issues were well explained and the information provided was very relevant. Questions were raised regarding the second proposed option, particularly concerning project timelines. The administration clarified that calls for tenders are being prepared for the spring, and this option would result in teams working double shifts during that period. It was asked whether MAMH (Ministère des Affaires municipales et de l'Habitation) approval is still required for loan bylaws and if it would be possible to proceed with calls for tenders before obtaining this approval. In response, it was indicated that approval is required under the Loi sur les cités et villes.
There was a request to know the mechanisms in place to proceed with calls for tenders. Additionally, clarification was requested regarding MAMH approval and whether the ministry agrees with the recommended approach. Furthermore, questions were raised regarding the financial forecast for cash payments. Regarding financial obligations, in the proposed scenarios, even if the City launches calls for tenders in the autumn, no contract is awarded in December or January. There is no financial risk at this stage. Regarding the MAMH, it must approve the loan bylaws of all municipalities and receives them throughout the year, so there is no issue with the schedule. As for cash payments, there is no commitment, so it is possible to adjust the loans. The importance of project predictability and efficiency was highlighted. These adjustments will have a significant impact on the city's citizens.
