Presentation: Update on cultural infrastructure projects
Presentations are made by the sponsoring organizations to provide a status report on four major cultural projects, namely:
- Centre des arts de la scène (Performing Arts Centre)
- Ateliers du Ruisseau
- La Filature
- Musée régional de l’Outaouais
A brief description of the projects is provided in addition to a description of the main issues and needs with a view to ensuring the advancement of the various projects.

There follows a period of exchange focusing in particular on the following aspects:
- The interest in creating partnerships and linkages between projects in order, in particular, to support the justification related to the financing of cultural projects in a context where funds are limited. It is mentioned that it is often a challenge to sell a project to decision-makers and that one must check as many boxes as possible among the priorities to highlight the importance of support;
- The Cultural Policy that the City of Gatineau has adopted must be implemented. There remains a significant issue related to the financing of cultural infrastructure;
- At the level of the Government of Quebec, budgets are prioritized toward asset maintenance, whereas in the Outaouais, needs are more related to catching up, therefore to new infrastructure;
- Stronger mobilization of the cultural sector is desirable in order to raise awareness among citizens and elected officials of the importance of these projects;
- The cultural infrastructure deficit in the region means that local artists must perform in Ontario with funding from that province. It is hardly acceptable that the fourth-largest city does not have full access to the envelopes of the Conseil des arts et des lettres du Québec in performing arts due to a lack of venues;
- Cultural infrastructure must also be perceived as a legacy for future generations.
A follow-up is requested on the file regarding the land transfer related to the La Filature project. Verifications will be made by the administration.

Filing and follow-up of the minutes of the public meeting of March 20, 2024
The follow-ups requested regarding resolution number CM-2022-724 concerning cultural infrastructure were sent by email to the members. They are described as follows:
- An amount of $2.5 million was adopted by the municipal council from the 2023-2027 Investment Plan – Maintenance Component for the rehabilitation of Bâtiment 9 (Building 9);
- The first phase of the rehabilitation work for Bâtiment 9 is underway. This involves stripping and decontaminating the building. What is planned subsequently is a structural assessment and asset maintenance work (waterproofing). The timelines for these two phases are to be determined;
- A protocol with the organization was signed on March 28, 2023, to provide an additional amount of $50,000 spread over two years for expenses inherent to the finalization of the preliminary project for 100 Gamelin - Arts vivants for the years 2023 and 2024;
- The mandate entrusted to the Service des arts, de la culture et des lettres (SACL) to present to the council the business plan, the financial structure, as well as the financial contribution necessary for the realization of the Centre des arts vivants in Gatineau by December 31, 2022, has begun but is not completed. The City has granted the organization financial aid of $75,000 for the completion of 2 studies (geotechnical and environmental) as well as the update of the project budget (Class D) with a view to redoing the financial structure;
- In follow-up to the municipal council's support for the Ateliers du Ruisseau project (CM-2020-442), the City has committed a sum of $28.79 million subject to the confirmation of all contributions planned for the project (CM-2023-537). This amount includes the relocation of the Galerie Montcalm and its permanent collection;
- The mandate entrusted to the Service des biens immobiliers to proceed with a consultation notice for municipal services to determine if the land required for the La Filature project can be declared surplus is underway. The consultation of services has been carried out and the value of the property has been assessed at $743,000.
