PPCMOI – Construction of a 6-storey, 17-unit detached multi-family dwelling – 50, rue de l’Hôtel-de-Ville – Hull-Wright Electoral District – Steve Moran

CONSIDERING THAT a request for the construction of a six-storey multi-family dwelling containing 17 units has been submitted for the property located at 50, rue de l’Hôtel-de-Ville;
CONSIDERING THAT the project requires approval under the Règlement relatif aux projets particuliers de construction, de modification ou d’occupation d’un immeuble numéro 507-2005 (PPCMOI) to allow for the construction of the six-storey building containing 17 units;
CONSIDERING THAT the requested PPCMOI must also regularize the derogatory elements related to the building's siting in order to have its main door on rue Leduc, a 0 m side setback on rue Leduc, a 0 m rear setback on the first floor in the backyard, a 3 m wide site access located at a distance of 0 m from the building wall, and balconies at 0 m from the street line;
CONSIDERING THAT the project proposes an innovative design in support of the objectives set out in the urban plan and the PPU Centre-Ville (City Centre Special Planning Program);
CONSIDERING THAT the sunlight study estimates that the arrival of this new residential building will have insignificant impacts on the surrounding environment;
CONSIDERING THAT this project is located in the downtown preservation PIIA (Site Planning and Architectural Integration Program) sector and is also subject to discretionary approval under the Règlement de plan d’implantation et d’intégration architecturale numéro 505-2005;
CONSIDERING THAT one member registered their dissent to the project;
CONSEQUENTLY, this Committee recommends that the council approve, under the Règlement relatif aux projets particuliers de construction, de modification ou d’occupation d’un immeuble numéro 507-2005, a project at 50, rue de l’Hôtel-de-Ville, to allow the construction of a multi-family dwelling with the following characteristics:
- Its height is six storeys instead of the maximum of three storeys;
- Contains 17 units instead of the maximum of four units;
- Its side setback on the street on the first floor (semi-buried) is zero instead of the minimum of 1.5 m;
- Its rear setback on the first floor (semi-buried) is zero instead of the minimum of 5 m;
- The distance between its porch and the property line is zero instead of the minimum of 1 m;
- The width of its two-way site access serving a parking space of more than ten stalls will be 3 m instead of the minimum of 6 m;
- The distance between its site access and the wall of the multi-family building is zero instead of the minimum of 1.5 m;
- Its main entrance is located on the side facade on rue Leduc instead of its main facade on rue de l’Hôtel-de-Ville.
As illustrated in the project analysis in the plans:

- Elements not in compliance to be included in the PPCMOI – Pierre Tabet, architect – January 10, 2024 – 50, rue de l’Hôtel-de-Ville.
And this, conditionally upon the approval by the council of the PIIA request concerning this project.
