CONSIDERING THAT a request for a special construction, modification, or occupancy project (PPCMOI) aimed at authorizing nine commercial uses in the "Medium-impact retail and services" and "High-impact retail and services" categories has been submitted for the property located at 500 McConnell Road;

CONSIDERING THAT the request aims to construct a new commercial building to replace the existing building, the demolition of which was authorized by the Demolition Committee (CDD) during its meeting on April 23, 2024;

CONSIDERING THAT the PPCMOI request does not target new uses on the site, as the targeted uses are currently exercised by acquired rights on the existing property, and these acquired rights will expire once the existing building is demolished;

CONSIDERING THAT the targeted uses are compatible with the immediate area and respect the guidelines of the Plan d'urbanisme (Urban Plan), particularly regarding the residential designation which allows for the insertion of businesses within residential land use;

CONSIDERING THAT the PPCMOI request will also aim to relax three other regulatory provisions concerning the maximum front setback, the maximum height of the main entrance threshold, and the minimum proportion of the front facade covered with class 1 or 2 exterior cladding materials;

CONSIDERING THAT the project provides for the creation of a new access on Vanier Road, for which a parcel of land will be ceded to the City in order to comply with the Règlement de contrôle intérimaire (Interim Control Bylaw) currently in force along Vanier Road;

CONSIDERING THAT the submitted project must also be approved under the Règlement relatif aux plans d'implantation et d'intégration architecturale numéro 505-2005 (Bylaw regarding site planning and architectural integration) concerning protection and integration woodlands;

CONSIDERING THAT the project respects the applicable evaluation criteria of the Règlement relatif aux projets particuliers de construction, de modification ou d'occupation d'un immeuble numéro 507-2005 (Bylaw regarding special construction, modification, or occupancy projects);

CONSIDERING THAT a vote was requested, and six members voted in favor of the project, and two members voted against;

CONSEQUENTLY, this Committee recommends that the council approve, under the Règlement relatif aux projets particuliers de construction, de modification ou d'occupation d'un immeuble numéro 507-2005, a project at 500 McConnell Road, including these components:

  • Commercial uses in the "Medium-impact retail and services (CMI)" and "High-impact retail and services (CGI)" categories authorized in the building are as follows:
    • Principal use:
      • "5511 – Retail sale of new and used motor vehicles (CGI)".
    • Additional uses to the principal use "5511 – Retail sale of new and used motor vehicles (CGI)":
      • "5521 – Retail sale of tires, batteries, and accessories (CGI)";
      • "5523 – Retail sale of motor vehicle parts and accessories (CGI)";
      • "5599 – Other retail activities related to automobiles (CGI)";
      • "6411 – Automobile repair service (garage does not include gas pump) (CMI)";
      • "6415 – Automobile parts and accessories replacement service (CMI)";
      • "6416 – Automobile treatment service (rustproofing, etc.) (CMI)";
      • "6418 – Tire repair and replacement service (including tire warehouse) (CMI)";
      • "6419 – Other automobile services (CMI)".
  • Maximum front setback increased from 6 m to 22.6 m;
  • Maximum height of the main entrance threshold increased from 102.6 m to 103 m;
  • Minimum percentage of class 1 or 2 exterior cladding materials composing the front facade reduced from 60% to 58%;
  • Cladding of a section of the vehicle display area consisting of gravel.

And this, conditionally upon:

  1. The cession of the two parcels of land required for the widening projects of McConnell Road and Vanier Road;
  2. The registration of a non-clearing easement on the parcel designated as an area that will not be cleared on the land;
  3. The number of trees proposed, in compensation for the trees to be cut down, being increased on the land.

All as illustrated in the project analysis in the following documents:

  • Plans illustrating the cession of land parcels along McConnell Road and Vanier Road – Infoterritoire – SUDD – 500 McConnell Road.

It is understood that the approval of the PPCMOI request is subject to the approval of the PIIA request required for this project.
