CONSIDERING THAT the collective agreement for blue-collar employees of the City of Gatineau expired on December 31, 2024;

CONSIDERING THAT it is required to proceed with its renewal under the Loi concernant le régime de négociation des conventions collectives et de règlement des différends dans le secteur municipal;

CONSIDERING THAT it is required to grant a negotiation mandate to the employer's bargaining committee in order to continue talks with the Union:

PROPOSED AND RESOLVED THAT this committee mandate the administration to negotiate the terms of the next collective agreement to be entered into between the City of Gatineau and the Syndicat des cols bleus de Gatineau – CSN according to recommendation CE-RH-2025-010. Councillor Steve Moran votes against this project. Adopted on division.

The Executive Committee has authorized the Legal Affairs Department to appeal a decision made by the Commission d'accès à l'information (Access to Information Commission) regarding a request for documents filed by Bill Clennett. The City argues that the Commission's September 25, 2025, order to release the documents contains legal errors. The appeal will be filed with the Court of Quebec.

CONSIDERING THAT Mr. Bill Clennett submitted an access to information request to the City of Gatineau on February 7, 2024;

CONSIDERING THAT Mr. Bill Clennett filed a request for review with the Commission d’accès à l’information regarding the City of Gatineau's decision to refuse access to these documents;

CONSIDERING THAT the Commission d’accès à l’information rendered a decision on September 25, 2025, ordering the City of Gatineau to communicate the requested documents;

CONSIDERING THAT errors of law were identified in the decision;

CONSIDERING THAT it is in the interest of the City of Gatineau to appeal to the Cour du Québec the decision rendered by the Commission d’accès à l’information on September 25, 2025, in the file bearing number 1035356-J:
