Questions, answers, and comments were formulated, concerning among other things: • A request for information regarding what was previously behind the vinyl siding. A request to know if the hedge will be preserved. Finally, a request to know if the tenants will be relocated and if this relocation is at the owner's expense. It was answered that the only information available regarding the tenants is in the applicant's declaration. It is proposed to gather all the answers to the questions and present them to the Demolition Review Committee.

CONSIDERING THAT a request to demolish an currently occupied detached single-family home has been made for the property located at 124, rue Church;
CONSIDERING THAT the targeted building, built in 1860, is identified in Appendix 6 of the document "Ville de Gatineau – Inventaire du patrimoine bâti – 2008" as a building of potential heritage interest;
CONSIDERING THAT a study on the heritage value of the building, carried out by the firm Cardo Urbanisme in March 2024, confers a low heritage value to the building, which is consistent with the assessment of the Urban Planning and Development Department;
CONSIDERING THAT a notice of intent to authorize the demolition must be transmitted to the Ministry of Culture and Communications if the Committee authorizes the demolition in response to a transitional measure applicable since April 1, 2021, targeting buildings constructed before 1940;
CONSIDERING THAT a report on the general condition of the building carried out by the firm Profit Architecture in June 2023 reveals a deterioration of the foundation, and a deformation of the roof and floor structure caused by water infiltration at the roof and foundation level;
CONSIDERING THAT the estimate of restoration costs prepared by a general contractor is $302,175, excluding applicable taxes;
CONSIDERING THAT no complaint file relating to the deterioration of the quality of life of the neighborhood targeting the building to be demolished is active;
CONSIDERING THAT the preliminary program for the reuse of the cleared land provides for the construction of a 12-unit multi-family dwelling, with a detached structure, three stories high;
CONSIDERING THAT the construction project constituting the proposed reuse program for the cleared land will require the granting by the council of minor variances to Règlement de zonage numéro 532-2020;
CONSIDERING THAT the Demolition Review Committee (CDD) may set the conditions necessary for the issuance of a demolition certificate;
CONSEQUENTLY, this Committee recommends that the Demolition Review Committee approve, pursuant to the Règlement visant à régir la démolition d'immeubles sur le territoire de la Ville de Gatineau numéro 900-2021, the demolition of a detached single-family home, located at 124, rue Church, conditionally upon:
• The simultaneous issuance of the building permit for the replacement project and the certificate of authorization for the demolition work, following the transmission of the notice of intent to authorize the demolition to the Minister of Culture and Communications and the absence of opposition on his part; • The granting, by the council, of minor variances to Règlement de zonage numéro 532-2020, for the preliminary program for the reuse of the cleared land providing for the construction of a 12-unit multi-family dwelling.
