LOCAL HERITAGE COUNCIL – MINUTES – 43rd meeting held on June 17, 2024 at 5:47 p.m.

CONSIDERING THAT an authorization request for exterior renovation work on the main building has been submitted for the property located at 144-152, rue Champlain;

CONSIDERING THAT exterior renovation work is subject to municipal council approval under the Règlement constituant le Site patrimonial du Quartier-du-Musée numéro 512-5-2018;

CONSIDERING THAT exterior renovation work is subject to municipal council approval under the Règlement relatif aux plans d’implantation et d’intégration architecturale numéro 505-2005;

CONSIDERING THAT the proposed renovation work aims to restore the building's architectural features and enhance it to ensure its longevity;

CONSIDERING THAT the proposed renovation work respects the majority of the objectives and evaluation criteria of the Règlement relatif aux plans d’implantation et d’intégration architecturale numéro 505-2005 applicable to the Quartier du Musée;

CONSIDERING THAT the proposed renovation work respects the majority of the applicable objectives and evaluation criteria of the Règlement constituant le Site patrimonial du Quartier-du-Musée numéro 512-5-2018;

CONSEQUENTLY, this Committee recommends that the council approve, under the Règlement relatif aux plans d'implantation et d'intégration architecturale numéro 505-2005 and the Règlement constituant le Site patrimonial du Quartier-du-Musée numéro 512-5-2018, a project at 144-152, rue Champlain, to remove faux shutters from all windows, replace all exterior balconies, guardrails, and stairs, and replace the exterior cladding of the rear and left side facades, as illustrated in the project analysis in the following documents:

CONSEQUENTLY, this Committee recommends that the council approve, under the Règlement relatif aux plans d'implantation et d'intégration architecturale numéro 505-2005 and the Règlement constituant le Site patrimonial du Quartier-du-Musée numéro 512-5-2018, a project at 154, rue Champlain, to remove the awning protecting the front door and paint the exterior walls of the rear volume, as illustrated in the project analysis in the following documents:

CONSEQUENTLY, this Committee recommends that the council approve, under the Règlement relatif aux plans d'implantation et d'intégration architecturale numéro 505-2005 and the Règlement constituant le Site patrimonial du Quartier-du-Musée numéro 512-5-2018, a project at 156, rue Champlain, to replace the exterior cladding of the main building and the accessory building, replace the garage doors, and redo the posts and guardrails of the front balcony and gallery, as illustrated in the project analysis in the following documents:

CONSIDERING THAT a request to replace a non-conforming detached sign, protected by acquired rights, with an electronic message board has been submitted for the Collège Saint-Alexandre property at 2425, rue Saint-Louis;

CONSIDERING THAT new signage is subject to municipal council authorization under Règlement 913-96 constituting the Collège Saint-Alexandre heritage site;

CONSIDERING THAT the property is located in community zone Pu-07-021, subject to restrictive signage provisions limiting the maximum number of detached signs to one per site and a total display area of 2 m² maximum;

CONSIDERING THAT the installation of an electronic message board type sign requires council authorization under the Règlement relatif aux projets particuliers de construction, de modification ou d’occupation d’un immeuble numéro 507-2005 (PPCMOI);

CONSIDERING THAT the existing sign, with an area of 3.8 m², is already non-conforming to the standard regarding maximum display area (2 m²) for a detached sign and that the project provides for a reduction of its area to 3.3 m²;

CONSIDERING THAT the project respects the provisions of Règlement de zonage numéro 532-2020, with the exception of the non-conformities raised in this request;

CONSIDERING THAT the proposed sign respects the objectives and evaluation criteria applicable to the Collège Saint-Alexandre heritage site;

CONSEQUENTLY, this Committee recommends that the council approve, under Règlement constituant le site du patrimoine du Collège Saint-Alexandre numéro 913-96, a project aimed at the installation of an electronic message board type sign at 2425, rue Saint-Louis, as appearing in the analysis document:

• Electronic message board proposed on a low wall at the site entrance - Prepared by LiberteVision - April 14, 2022 – 2425, rue Saint-Louis.

It is understood that the installation of this electronic message board, within the Collège Saint-Alexandre heritage site, is conditional upon the entry into force of the specific construction and modification project required for this project.
