Demolition of a commercial building – 8-10, rue Leduc – Hull-Wright District – Steve Moran

CONSIDERING THAT a request to demolish a two-storey industrial main building has been submitted for the property located at 8-10, rue Leduc;
CONSIDERING THAT the existing main building, built in 1950, is identified in Appendix 6 of the document Ville de Gatineau – Inventaire du patrimoine bâti – 2008 as a building of potential heritage interest;
CONSIDERING THAT the building is located within the Site du patrimoine du Portage and that building demolitions in this sector are subject to Règlement numéro 2611 establishing the Site du patrimoine du Portage.
CONSIDERING THAT the building is in an advanced state of disrepair and requires maintenance work estimated between $2,180,000.00 and $2,485,000.00, according to an assessment prepared by the firm Solroc Inc.;
CONSIDERING THAT the preliminary cleared land reuse program consists of consolidating the lands at 8-10, rue Leduc, 119, promenade du Portage, and 150, rue Wellington, in order to build a 16-storey mixed-use building containing 291 housing units and ground-floor commercial space;
CONSIDERING THAT site decontamination work is planned by the preliminary cleared land reuse program and that, as permitted by Règlement numéro 900-2021 governing building demolitions, the simultaneous issuance of the building permit for the replacement project approved by the municipal council and the authorization certificate for the demolition work will not be necessary since traces of contaminants are present under the building and its demolition is required for the execution of the land decontamination work;
CONSIDERING THAT the construction project constituting the preliminary cleared land reuse program must be approved by the council under Règlement numéro 2611 establishing the Site du patrimoine du Portage and under the Règlement relatif aux plans d’implantation et d’intégration architecturale numéro 505-2005;
CONSIDERING THAT the proposed construction project constituting the preliminary cleared land reuse program must also be subject to a discretionary process that will require authorization by the municipal council in order to authorize the number of storeys proposed by the project;
CONSIDERING THAT the construction project constituting the preliminary cleared land reuse program must be approved by the council under the Règlement relatif aux usages conditionnels numéro 506-2005, because the project will contain more than 100 housing units;
CONSIDERING THAT the Demolition Committee (CDD) may set the conditions necessary for the issuance of a demolition certificate;
CONSIDERING THAT a vote was requested, and that seven members voted for the project, one member voted against, and one member was absent;
CONSEQUENTLY, this Committee recommends that the Demolition Committee approve, under the Règlement visant à régir la démolition d'immeubles sur le territoire de la Ville de Gatineau numéro 900-2021, the demolition of the industrial building located at 8-10, rue Leduc.

CONSIDERING THAT the opinion of the Local Heritage Council was requested regarding the demolition request for the buildings at 80-82, 84, 86, 88, and 90, rue Laval, as these buildings are listed in the Ville de Gatineau – Inventaire du patrimoine bâti;
CONSIDERING THAT the cleared land reuse program, presented in support of the request to demolish the five buildings on rue Laval for which the CLP's opinion is requested, also requires the demolition of four other buildings on rue Kent;
CONSIDERING THAT the Local Heritage Council is of the opinion that it would be appropriate to issue an opinion on all buildings included in the demolition request, including those not listed in the Ville de Gatineau – Inventaire du patrimoine bâti, namely 35-37, 43, 45, and 47, rue Kent, given the strong heritage value of the building located at 35-37, rue Kent;
CONSEQUENTLY, this Committee recommends that the Demolition Committee postpone the decision on the demolition request for the building at 80-82, rue Laval to a later session and request the opinion of the Local Heritage Council on the entirety of the demolition requests concerning the cleared land reuse program presented in support of this request.
