Presentation – Inventory of traditional built heritage, Hull sector – Recommendation
The PowerPoint document "Inventory of built heritage – Hull Sector" is presented to the members. The presentation is broken down into the following sub-themes:
- Contextualization;
- Inventory planning;
- Inventory execution;
- Results;
- Deliverables;
- Next steps;
- Recommendation.
Following the presentation, questions, answers, and comments were formulated regarding, among other things:
- Of the 1,237 buildings listed in the traditional built heritage inventory for the sector, none have a low level of heritage interest. The choice not to include them aims to ensure the inventory consists of relevant buildings;
- It is requested that a notation be made in a specific place, such as the property file, when a building is listed in the heritage inventory to inform potential buyers. It is answered that this information is available online, and that the inventory is an informative document and does not grant special status to the buildings listed therein;
- Although the inventory does not grant special status, the heritage value of a building listed in it may influence the Committee's decision on demolition requests. There is concern that listing a building in this inventory could cause prejudice to owners. It is answered that all buildings in Quebec built before 1940 must be included in an inventory;
- The steps taken to contact and inform the owners of the buildings listed in the inventory are specified;
- An inconsistency is highlighted on slide 18 of the presentation, as the total score of the quantitative evaluation of the buildings is 26, while the level of heritage interest is measured on a 27-point scale;
- The grant program for work on heritage buildings will be revised, as too few buildings qualify. The goal is to make as many buildings eligible as possible;
- The files of the buildings listed in the inventory will replace the requirement for an applicant to submit a study of a building's heritage value. However, before this is the case, amendments must be made to the regulations to remove this requirement;
- Members are informed that the methodological report will be presented at a later time. It is confirmed that the methodology is the same for all sectors;
- It is specified how the construction dates of the buildings were obtained. The sources for obtaining these dates are listed in the files;
- The Committee on Demolition Requests can still request the opinion of the Conseil local du patrimoine (CLP) for any building that is not listed in the built heritage inventory.
R-CLP-2025-04-22/12
CONSEQUENTLY, the Local Heritage Council recommends that the municipal council adopt the inventory of traditional built heritage for the Hull sector.
UNANIMOUSLY RECOMMENDED
