8. Demolition of a two-story two-family dwelling – 17, rue du Centre – Aylmer electoral district – Steven Boivin
Questions, answers, and comments were formulated regarding, among other things:
- The dwelling is not located in a group of homogeneous houses;
- The replacement project integrates well into the neighborhood;
- The initial replacement project planned for the construction of a single, very massive building. The new version proposes the construction of two buildings and reflects the subdivision of the sector;
- The simulation of the project's insertion in relation to neighboring buildings presented in the project analysis is appreciated;
- The Programme particulier d’urbanisme du Vieux-Aylmer (Special Urban Planning Program for Old Aylmer) has not yet been adopted by the council, but it is estimated that the replacement project will respect its essence.

CONSIDERING THAT a request to demolish a two-story, two-family, detached dwelling, currently occupied, has been submitted for the property located at 17, rue du Centre;
CONSIDERING THAT the main building in question, built in 1910, has an average heritage value and is identified in the Inventaire du patrimoine traditionnel de la ville de Gatineau (Inventory of Traditional Heritage of the City of Gatineau);
CONSIDERING THAT no active complaint file regarding the deterioration of the neighborhood's quality of life concerning the building to be demolished is currently active;
CONSIDERING THAT the restoration costs are in the order of $500,000 according to the applicant and appear high, in the assessment of the Service de l’urbanisme et du développement durable (Urban Planning and Sustainable Development Department), but reasonable based on the condition of the building described in the evaluation by the firm Inspection Baizana Inc. dated April 22, 2024;
CONSIDERING THAT the applicant has filed an evaluation of the building's heritage value, carried out by the firm Cardo Urbanisme, which gives it a low heritage value, and that the SUDD evaluates it as medium according to the evaluation sheet of the Inventaire du patrimoine traditionnel de la Ville de Gatineau;
CONSIDERING THAT the preliminary program for the reuse of the cleared land provides for splitting the land in two to build two new two-story residential buildings, each containing five units;
CONSIDERING THAT the construction project constituting the program for the reuse of the cleared land must be approved by the council under the Règlement relatif aux plans d’implantation et d’intégration architecturale numéro 505-5005 (Bylaw on Site Planning and Architectural Integration Programs) because the land where the project is located is in a village insertion sector;
CONSIDERING THAT the proposed preliminary program for the reuse of the cleared land meets one of the objectives of intensifying the residential function of the sector targeted by the intervention;
CONSIDERING THAT the Comité sur les demandes de démolition (CDD - Demolition Request Committee) may set the conditions necessary for the issuance of a demolition certificate;
CONSEQUENTLY, this Committee recommends that the Comité sur les demandes de démolition approve, under the Règlement visant à régir la démolition d’immeubles sur le territoire de la Ville de Gatineau numéro 900-2021 (Bylaw governing the demolition of buildings in the City of Gatineau), the demolition of the two-story two-family dwelling located at 17, rue du Centre.
