CES - Agreement regarding the collection of the passenger vehicle registration tax for the financing of public transit - City of Gatineau
CONSIDERING THAT the Loi sur les cités et villes (LCV) and the Code municipal du Québec (CM) have been amended to allow local municipalities on whose territory a public transit corporation has jurisdiction under the Loi sur les sociétés de transport en commun, as well as RCMs that declare their jurisdiction in public transit, to impose, by bylaw, a tax on the registration of any passenger vehicle in the name of a person whose address registered in the Société de l’assurance automobile du Québec (SAAQ) registry corresponds to a location situated on its territory;
CONSIDERING THAT this tax must be intended for the financing of public transit;
CONSIDERING THAT the council submitted a letter of intent to the SAAQ to implement a registration tax at the council meeting of February 20, 2024;
CONSIDERING THAT a notice of motion and filing of Bylaw number 957-2024 regarding the imposition of a registration tax was filed at the council meeting of April 16, 2024;
CONSIDERING THAT a bylaw is submitted for approval at the council meeting of May 14, 2024;
CONSIDERING THAT it is necessary to sign an agreement regarding the collection of the passenger vehicle registration tax for the financing of public transit:
IT IS PROPOSED BY MAYOR DANIEL CHAMPAGNE, SECONDED BY COUNCILLOR JOCELYN BLONDIN, AND RESOLVED THAT, following the recommendation of the Executive Committee number CE-2024-307 of May 14, 2024, this council authorizes the mayor or, in his absence, the acting mayor, and the clerk or, in her absence, the deputy clerk or assistant clerk, to sign the agreement regarding the collection of the passenger vehicle registration tax for the financing of public transit.

CES - Appointment of Assistant Director - Corporate Strategy and Development, Police Service
CONSIDERING THAT the Human Resources Department was authorized to fill the position of Assistant Director - Corporate Strategy and Development (position number POL-CAD-047) in the Police Service, under the authority of the Director of the Police Service:
IT IS PROPOSED BY COUNCILLOR TIFFANY-LEE NORRIS PARENT, SECONDED BY COUNCILLOR MARIO AUBÉ, AND RESOLVED THAT, following the recommendation of the Executive Committee number CE-2024-305 of May 14, 2024, this council accepts the probationary hiring and permanent status of Ms. Isabelle Plante for the position of Assistant Director - Corporate Strategy and Development (position number POL-CAD-047) in the Police Service.
Ms. Isabelle Plante's salary is set at class 8, step 6 of the Gatineau municipal management salary scale. Ms. Isabelle Plante is subject to a 12-month probationary period. Her start date will be determined by the Human Resources Department. Ms. Isabelle Plante is subject to all working conditions for management employees of the City of Gatineau. Permanent status in this position will be granted to her by right, provided the probationary period is completed, in accordance with the provisions of the Recueil des conditions de travail des employés-cadres de la Ville de Gatineau.

CES - Authorize a cost adjustment for certain vehicles included in the investment plan - Maintenance component
CONSIDERING THAT the investment plans – Maintenance component of the City of Gatineau include sums reserved for the replacement of vehicles and equipment for the Public Works Department and other departments;
CONSIDERING THAT to proceed with the purchase of three 10-wheel trucks, the financial structure is in deficit by $30,000;
CONSIDERING THAT a balance of $30,000 is currently available in the investment plan from previous years following the acquisition of vehicles at a lower cost:
IT IS PROPOSED BY MAYOR DANIEL CHAMPAGNE, SECONDED BY COUNCILLOR MARIO AUBÉ, AND RESOLVED THAT, following the recommendation of the Executive Committee number CE-2024-306 of May 14, 2024, this council:
- authorizes the treasurer to transfer an amount of $30,000 to the Reserve for project adjustments – Maintenance component following the purchase of vehicles at a lower cost;
- authorizes the treasurer to draw an amount of $30,000 from the Reserve for project adjustments - Maintenance component in order to complete the financial structure for the purchase of three 10-wheel trucks.
The treasurer is authorized to perform the required accounting entries to give effect to this resolution. A treasurer's certificate was issued on May 12, 2024. Adopted
