CONSIDERING THAT a request to demolish an occupied, detached single-family home has been submitted for the property located at 29, rue du Centre;

CONSIDERING THAT the main building in question, built in 1885, has no heritage value and is not identified in the document Ville de Gatineau – Inventaire du patrimoine bâti – 2008;

CONSIDERING THAT a notice of intent to authorize the demolition must be sent to the ministère de la Culture et des Communications, if the committee authorizes the demolition, in response to a transitional measure applicable since April 1, 2021, concerning buildings constructed before 1940;

CONSIDERING THAT the restoration cost estimate prepared by Inspections Baizana inc. and the applicant is $250,000;

CONSIDERING THAT there is no active complaint file regarding the deterioration of the neighborhood's quality of life concerning the building to be demolished;

CONSIDERING THAT the preliminary program for the reuse of the cleared land provides for the construction of a three-story, detached multi-family dwelling containing eight units;

CONSIDERING THAT the construction project constituting the preliminary program for the reuse of the cleared land must be approved by the council under the Règlement relatif aux plans d’implantation et d’intégration architecturale numéro 505-2005 as it is located in a village insertion sector;

CONSIDERING THAT the construction project constituting the proposed preliminary program for the reuse of the cleared land could require the granting of minor variances by the council to the Règlement de zonage numéro 532-2020;

CONSIDERING THAT the Demolition Review Committee (CDD) may set the conditions necessary for the issuance of a demolition certificate;

CONSIDERING THAT before rendering its decision, the Committee took into account all the evaluation criteria listed in Article 22 of Règlement numéro 900-2021;

CONSIDERING THAT no opposition was received following the publication of the public notice of demolition on August 7, 2024;

CONSIDERING THAT this Committee is convinced of the appropriateness of the complete demolition of the building, given the public interest and the interest of the parties;

AND RESOLVED THAT this Committee approves, under the Règlement visant à régir la démolition d'immeubles sur le territoire de la Ville de Gatineau numéro 900-2021, the demolition of a detached single-family home located at 29, rue du Centre, conditionally upon:

  1. The simultaneous issuance of the building permit for the replacement project and the certificate of authorization for the demolition work, following the transmission of the notice of intent to authorize the demolition to the Minister of Culture and Communications and the absence of opposition from them;
  2. The authorization of the preliminary program for the reuse of the cleared land by the council under the Règlement relatif aux plans d’implantation et d’intégration architecturale numéro 505-2005 and the granting, by the council, if required, of minor variances to the Règlement de zonage numéro 532-2020.
