Support Framework for Commercial Hubs

Recommendations

The Economic Development Commission (CDÉ-2026-01) recommends, by majority:

The support framework for commercial hubs:

  • The new operational support program for commercial associations (Component 1);
  • The modification of the support program for non-profit organizations (OBNL) supporting entrepreneurship (Component 2);
  • The vitality and dynamization component (Component 3).

The Executive Committee recommends (CP-SDE-2026-01):

The adoption of the support framework for commercial hubs:

  • The operational support program for commercial associations (Component 1);
  • The modification of the support program for non-profit organizations (OBNL) supporting entrepreneurship (Component 2);
  • The vitality and dynamization component (Component 3).

To authorize the treasurer to transfer the recurring budget envelope dedicated to associations in the amount of $1,170,000 to the Economic Development Service budget starting from the 2027 fiscal year. This sum will be distributed as follows within the support framework for commercial hubs:

  • $605,000 for Component 1 - Operational support for commercial associations;
  • $65,000 for Component 2 - Support for commercial development projects;
  • $500,000 for Component 3 - Support for vitality and dynamization projects.

To authorize the filing, as part of the municipal budget process, of the new funding required regarding the recognition of commercial hubs and the increase of the sum dedicated to Component 2 - Support for commercial development projects.
