CONSIDERING THAT a request to expand a single-family dwelling to allow for the addition of an eight-storey building containing 169 units has been submitted for the property located at 771, boulevard Alexandre-Taché;

CONSIDERING THAT an initial request was submitted in May 2023 for this property, aiming to expand a single-family dwelling to allow for the addition of a 5 to 10-storey building containing 159 units;

CONSIDERING THAT, despite the approval of the initial resolution projects by the municipal council for the heritage component (CM-2023-434), the specific project for the construction, modification, or occupancy of a building (PPCMOI) (CM-2023-413), and the conditional use (CM 2023-402), the applicant decided to withdraw their request before the end of the approval process in order to rework their project to address concerns expressed by the public;

CONSIDERING THAT the project will be located on a transversal lot bordered to the north by boulevard Alexandre-Taché and to the south by boulevard de Lucerne, near boulevard Saint-Raymond, in zone Ha-12-006;

CONSIDERING THAT the land covered by the request is occupied by the maison John-Hamilton, a cited heritage building governed by Règlement 513-6-2020 citing the maison John-Hamilton as a heritage building, located at 771, boulevard Alexandre-Taché;

CONSIDERING THAT the maison John-Hamilton will be entirely restored to its original appearance and that the proposed expansion respects the insertion criteria of the citation bylaw by maintaining the integrity, legibility, and predominance of the original building from boulevard Alexandre-Taché;

CONSIDERING THAT the project to build 169 units must also be approved by the council, pursuant to the Règlement relatif aux usages conditionnels numéro 506-2005;

CONSIDERING THAT the height of the building does not respect the maximum authorized by zoning, and that a specific project for the construction, modification, or occupancy of a building (PPCMOI) must be approved pursuant to the Règlement relatif aux projets particuliers de construction, de modification ou d'occupation d'un immeuble numéro 507-2005;

CONSIDERING THAT the Urban Plan limits the height of buildings in urban villages to six stories, but provides that any increase in the maximum height indicated may be authorized up to 10 stories in the form of a specific project satisfying the evaluation criteria of the Règlement relatif aux projets particuliers de construction, de modification ou d'occupation d'un immeuble numéro 507-2005;

CONSIDERING THAT the shadow impact study of the projected building on neighboring properties and the public domain has shown that a limited additional impact, over a period of the day, will be observed on the public domain and the property located to the east of the projected property due to the increase in height;

CONSIDERING THAT a study of the wind acceleration effect on pedestrians has been submitted, showing that the project respects the comfort criteria for pedestrians moving in the public domain and around the building, as well as in the relaxation spaces on the site;

CONSEQUENTLY, this Committee recommends that the council approve, pursuant to the Règlement relatif aux projets particuliers de construction, de modification ou d'occupation d'un immeuble numéro 507-2005, a project to build, on the property at 771, boulevard Alexandre-Taché, an expansion to the existing building to make it a multi-family dwelling with the following characteristics:

  • Its height will be 8 stories;
  • Its number of parking spaces will be 130 spaces, located entirely underground.

And conditionally:

  1. To the approval of the project by the council pursuant to the Règlement relatif aux usages conditionnels numéro 506-2005;
  2. To the approval of the project by the council pursuant to Règlement 513-6-2020 citing the maison John-Hamilton as a heritage building, located at 771, boulevard Alexandre-Taché;
  3. To the cession of a 3 m wide strip of land along boulevard Alexandre-Taché for the development of a sidewalk;
  4. To the submission by the applicant, at the building permit stage, of engineering plans demonstrating all temporary and/or permanent protection measures for the maison John-Hamilton during the excavation and construction work of the rear expansion project.
