CONSIDERING THAT a request to demolish part of the existing commercial building, construct its north side facade, and authorize a cadastral operation has been submitted for the property located at 320-350, boulevard Saint-Joseph;
CONSIDERING THAT the site at 320-350, boulevard Saint-Joseph (Galeries de Hull) is an integrated shopping centre consisting of two buildings: a first building which is a large-scale shopping centre, bearing the address 320, boulevard Saint-Joseph; and a second, smaller building occupied by a restaurant establishment with the address 350, boulevard Saint-Joseph;
CONSIDERING THAT the entire site is subject to a global redevelopment project which provides, in its first phase, for the complete demolition of the building at 350, boulevard Saint-Joseph, and the partial demolition of the shopping centre building at 320, boulevard Saint-Joseph, in order to subdivide the site into two lots, including the one that will be vacant to the north of the land, which will bear the new address of 360, boulevard Saint-Joseph, and will receive the phase 1 building;
CONSIDERING THAT the demolition of the building at 350, boulevard Saint-Joseph was authorized by the Demolition Committee (CDD) during its meeting on March 26, 2024;
CONSIDERING THAT the partial demolition of the building at 320, boulevard Saint-Joseph (Galeries de Hull shopping centre) is not subject to authorization by the Demolition Committee (CDD), but must be authorized by the municipal council regarding the reconstruction work of the north facade of the residual part of the shopping centre and the subdivision of the land;
CONSIDERING THAT the land is located in the downtown restructuring sector and in the landscape unit "6.3 shopping centres," and that the cadastral operation as well as the proposed work are subject to the approval of the municipal council under the Règlement relatif aux plans d’implantation et d’intégration architecturale numéro 505-2005;
CONSIDERING THAT the development of the residual lot containing the shopping centre (320, boulevard Saint-Joseph) must be carried out within the framework of the temporary redevelopment plan approved by the demolition authorization certificate for the structured parking, which was granted by the Urban Planning and Sustainable Development Department and which provides for the redevelopments required to make this property compliant with current regulations, whether in terms of the maximum number of outdoor spaces, surface landscaping, or required plantings on the land;
CONSIDERING THAT this same residual lot is subject to a global project that provides for several subsequent phases that fall within the scope of the entire site redevelopment project, but which require an amendment to the downtown Programme particulier d’urbanisme (PPU), because this project provides for building heights exceeding the limit set at 10 stories;
CONSIDERING THAT this project complies with Règlement de zonage numéro 532-2020, Règlement de lotissement numéro 503-2005 and meets the applicable criteria of Règlement relatif aux plans d’implantation et d’intégration architecturale numéro 505-2005:
CONSEQUENTLY, this Committee recommends that the council approve, under Règlement relatif aux plans d’implantation et d’intégration architecturale numéro 505-2005, a project at 320-350, boulevard Saint-Joseph, aimed at demolishing part of the existing commercial building, constructing the north side facade, and authorizing a cadastral operation subdividing the land into two lots, as illustrated in the project analysis in the plans:

CONSIDERING THAT the exterior renovation work is subject to municipal council approval under Règlement relatif aux plans d’implantation et d’intégration architecturale numéro 505-2005;
CONSIDERING THAT the projected renovation work aims to restore the architectural characteristics of the building and highlight it to ensure its longevity;
CONSIDERING THAT the proposed renovation work respects the majority of the applicable objectives and evaluation criteria of Règlement relatif aux plans d’implantation et d’intégration architecturale numéro 505-2005;
CONSIDERING THAT the proposed renovation work respects the majority of the applicable objectives and evaluation criteria of Règlement constituant le Site patrimonial du Quartier-du-Musée numéro 512-5-2018;
CONSEQUENTLY, this Committee recommends that the council approve, under Règlement relatif aux plans d’implantation et d’intégration architecturale numéro 505-2005 and Règlement constituant le Site patrimonial du Quartier-du-Musée numéro 512-5-2018, a project at 148-150, rue Notre-Dame-de-l’Île, to restore the brick cladding of the exterior walls and replace the two front doors, as illustrated in the project analysis in the document:
