CONSIDERING THAT a request to authorize the construction of a six-unit multi-family dwelling has been submitted for the property located at 56, rue Charlevoix;
CONSIDERING THAT the project requires the approval of a Projet particulier de construction, de modification ou d'occupation d'un immeuble (PPCMOI) under Règlement 507-2005, as the project proposes a number of units exceeding the maximum allowed in zone Ha-08-139;
CONSIDERING THAT the project must also be approved under Règlement 505-2005 regarding site planning and architectural integration (PIIA), as the property is located in the preservation sector of the Quartier des maisons allumettes;
CONSIDERING THAT the project involves the demolition of the existing building and that the Demolition Committee (CDD) approved the demolition on January 30, 2024;
CONSIDERING THAT the previous version of the project for a five-unit dwelling was recommended favorably by the Planning Advisory Committee (CCU) on June 16, 2025;
CONSIDERING THAT the project was modified according to municipal council recommendations to reduce the building's scale by placing the 3rd floor in the roof space;
CONSIDERING THAT the project does not propose parking spaces in order to optimize site densification while maintaining existing green surfaces in the backyard;
CONSIDERING THAT the project respects the objectives of the urban plan, particularly regarding desired densification within structural hubs and consolidation of development within the existing grid;
CONSIDERING THAT the project respects the applicable evaluation criteria of Règlement 507-2005, particularly criteria regarding the integration of the proposed building into the surrounding environment and shadow effects on neighboring properties;
CONSEQUENTLY, this Committee recommends that Council approve, under Règlement 507-2005, a project at 56, rue Charlevoix, aiming to:
- Increase the maximum number of units per building from 4 to 6.
As illustrated in the project analysis in the documents titled:
- Plan d’implantation et identification de l’élément visé par la demande de projet particulier de construction, de modification ou d’occupation d’un immeuble (PPCMOI) – Exode architecte Inc. – 23 juillet 2025 – 56, rue Charlevoix.
In the event of favorable PIIA approval by Council, it is understood that approval of the PPCMOI for this project is required for its implementation.

CONSIDERING THAT a request to reconstruct a motel-type commercial building on an existing foundation has been submitted for the property located at 686, boulevard Maloney Est;
CONSIDERING THAT the complete demolition of the main building resulted in the loss of acquired rights related to its placement and the setback margins associated with the old foundation;
CONSIDERING THAT the placement of the existing foundation does not respect the minimum rear and side setbacks required by the specification grid of commercial zone Co-04-044;
CONSIDERING THAT the placement of the existing foundation does not respect the insertion rule prescribed in Article 145 of Règlement de zonage 532-2020;
CONSIDERING THAT the project proposes 14 parking spaces while Article 301 of Règlement de zonage 532-2020 requires 18 spaces;
CONSIDERING THAT the width of the green strip along the two side facades is less than the 1 m minimum prescribed in Article 345 of Règlement de zonage 532-2020;
CONSIDERING THAT the reconstruction project will be located at the same site as the original demolished building and that the proposed redevelopment of the property's exterior spaces will be improved;
CONSIDERING THAT the project respects the majority of the urban plan's objectives and the evaluation criteria of Règlement 507-2005 regarding special construction projects;
CONSEQUENTLY, this Committee recommends that Council approve, under Règlement 507-2005, the reconstruction project of a motel-type commercial building located at 686, boulevard Maloney Est, including the following particularities, namely reductions of:
- The minimum side setback from 1.5 m to 0.4 m;
- The minimum rear setback from 3 m to 2.85 m;
- The minimum front setback from 10.3 m to 9 m;
- The minimum number of parking spaces from 18 to 14;
- The width of the green strip on both side facades from 1 m to 0.4 m.
All as illustrated in the project analysis in the document titled:

And this, conditionally upon obtaining the authorizations and permits required for the resumption of the project.
