Questions, answers, and comments were formulated, concerning among other things:

  • It is noted that there are several requests in the sector to modify authorized uses, as they are too restrictive. The Urban Planning and Sustainable Development Department is invited to revise the authorized uses for the sector, and for future requests, to propose that applicants submit zoning modification requests rather than PPCMOI requests, so that the entire zone benefits from the changes made.

CONSIDERING THAT a request for a specific construction, modification, or occupancy project for an immovable (PPCMOI) aimed at authorizing 66 commercial and industrial uses has been formulated for 900, boulevard de la Carrière;

CONSIDERING THAT the request aims to broaden the range of authorized uses for the property and will allow for the regularization of certain current occupants exercising a non-conforming use protected by acquired rights;

CONSIDERING THAT the property has housed commercial uses since its construction in 2006, with the zoning applicable at the time of the building's construction authorizing more commercial uses than the current zoning;

CONSIDERING THAT the selected uses are compatible with the immediate sector and respect the guidelines of the Plan d’urbanisme, particularly regarding the 'specialized economic' land-use designation, within which commercial and industrial use groups are considered dominant functions;

CONSIDERING THAT the applicant followed the recommendations of the SUDD to reduce the list of requested uses and to target commercial uses of the 'professional services' type or industrial uses complementary to the industries located in the adjacent industrial zone In-10-020;

CONSIDERING THAT the project does not involve any modification to the existing building or existing exterior landscaping;

CONSIDERING THAT the project respects the applicable evaluation criteria of the Règlement relatif aux projets particuliers de construction, de modification ou d’occupation d’un immeuble numéro 507-2005;

CONSEQUENTLY, this Committee recommends that the council approve, pursuant to the Règlement relatif aux projets particuliers de construction, de modification ou d’occupation d’un immeuble numéro 507-2005, at 900, boulevard de la Carrière, the authorization within the existing building of the following 66 commercial and industrial uses:
