CONSTRUCTION OF A MULTIFUNCTIONAL COMPLEX
CONSIDERING THAT there is a significant shortage of sports and community facilities in the western sector of the City;
CONSIDERING THAT on November 29, 2022, the plenary committee authorized the treasurer to draw $1,000,000 for the financing of the preliminary stages of the project (PFT/concepts) from a loan bylaw to be adopted for the construction of a multifunctional complex (CP-SLSDC-2022-41);
CONSIDERING THAT the project meets the guidelines for a level 3 building, the guiding principles, and respects the vision deployed in the Plan directeur des infrastructures récréatives, sportives et communautaires (Master Plan for Recreational, Sports, and Community Infrastructure);
CONSIDERING THAT the City of Gatineau worked from June 2023 to April 2024 on the functional and technical program, meeting the schedule given for the mandate:
PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee recommends to the council:
• to authorize the construction project for a multifunctional complex and authorizes the decree of the work to this effect;
• to authorize the treasurer to prepare a loan bylaw of $227,800,000 for the construction project of the multifunctional complex financed by:
• $84.0 M to block A for the three community ice rinks;
• $15.5 M to the PIVP for the fourth additional ice rink;
• $128.3 M from funds available in block D.
This recommendation of the executive committee comes into effect on the day of its approval by resolution of the municipal council. A certificate from the treasurer was issued on June 28, 2024. Adopted 0020917

EXPANSION AND REDEVELOPMENT OF THE GUY-SANCHE LIBRARY
CONSIDERING THAT this council has undertaken to develop three library projects as a priority, namely Donalda-Charron (inaugurated in 2020), Lucy-Faris (under construction), and Guy-Sanche;
CONSIDERING THAT the expansion and redevelopment work of the Guy-Sanche library will complete phase 1 of the Gatineau library deployment plan;
CONSIDERING THAT the work carried out at the Guy-Sanche library will double its surface area (net area from 2,000 m2 to 4,000 m2) and that it aims to design a 'third place' type library with an improved service offering, increased technological support, diversification and enhancement of collections and programming, in alignment with the demographic growth of the sector;
CONSIDERING THAT this council, by its resolution number CM-2023-538 of July 4, 2023, approved the project as well as a loan of $45,431,691 to carry out the work;
CONSIDERING THAT the project was the subject of a presentation to the plenary committee on April 9, 2024, as part of a summary of Bloc D projects aimed at prioritizing them;
CONSIDERING THAT an update of the work costs was carried out and that these have been re-evaluated at $46,800,000;
CONSIDERING THAT the City has submitted a request for financial assistance to the ministère de la Culture et des Communications that could reach $11,526,638 and which could, if granted, reduce the loan contracted by the City;
CONSIDERING THAT the investments made by the municipal council for the Donalda-Charron, Lucy-Faris, and Guy-Sanche libraries will contribute to improving services to citizens and the City's performance in the BiblioQUALITÉ report:
PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee recommends to the council:
• to authorize the treasurer to prepare a loan bylaw of $46,800,000 for the expansion project of the Guy-Sanche library financed by the Bloc D envelope;
• to authorize the treasurer to provide in the loan bylaws to be adopted a provision allowing for the application of any subsidies or contributions in connection with this file to the reduction of the loan decreed by these bylaws;
• to authorize the treasurer to use, if necessary, a portion of the cash financing available in Bloc D to pay for certain expenses of this project, and consequently to decrease the portion of the project financed by loan.
