CONSIDERING THAT the municipal council, by its resolution number CM-2024-809 of October 22, 2024, granted a financial contribution of $6,700,000 to the project located at 341-347, boulevard Saint-Joseph for the construction of 108 affordable housing units under the Capital pour TOIT - Fonds de solidarité FTQ program;
CONSIDERING THAT on April 17, 2025, the SHQ (Société d'habitation du Québec), through a letter signed by the President and Chief Executive Officer, informed the organization and the City that the project located at 341-347, boulevard Saint-Joseph has been selected and transferred to the Programme d’habitation abordable Québec (PHAQ) - Stream 4 "Qualified Developers Initiative";
CONSIDERING THAT, in the same manner as the Fonds Capital pour TOIT program of the FTQ, the municipal contribution required by the SHQ under the PHAQ - Stream 4 for the project is $6,700,000;
CONSIDERING THAT the change of program has no impact on the amount of the municipal contribution or on the scope of the project;
CONSIDERING THAT the City of Gatineau promotes the creation of quality affordable, social, and community housing that meets the needs of the population in order to ensure a balanced and diversified housing supply for all Gatineau residents:
PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee recommends to the council:
• to repeal resolution number CM-2024-809 of October 22, 2024; • to grant a financial contribution of $6,700,000 for the completion of the affordable housing project located at 341-347, boulevard Saint-Joseph, under the SHQ's PHAQ - Stream 4 "Qualified Developers Initiative" program, subject to the following conditions: - receiving the final selection letter from the SHQ confirming its financial participation in the project; - the approval of a loan bylaw for which the $6,700,000 in funds will come from available balances released from the Investment Plans – Maintenance Stream of previous years as well as the 2024 investment plan earmarked for social housing; • to authorize the treasurer to make the accounting entries required to give effect to this resolution; • to authorize the mayor or, in her absence, the acting mayor, and the clerk or, in her absence, the deputy clerk or assistant clerk to sign any document necessary to give full effect to this resolution.
A treasurer's certificate was issued on June 1, 2025. This executive committee recommendation comes into effect on the day of its approval by municipal council resolution. Adopted
