Questions, answers, and comments were formulated, concerning among other things:
- It is delicate to subdivide a lot to accommodate an accessory dwelling unit;
- There is a fear of creating a precedent;
- It is believed that this is not the right place for densification;
- Dwellings in the high-current zone (0-20 years), located a few meters from the project, have been demolished;
- Minor variances have already been granted for the garage;
- The project would not be visible from the street.

CONSIDERING THAT a request to subdivide a lot has been filed for the property located at 883, rue Jacques-Cartier;
CONSIDERING THAT this subdivision aims to detach an existing detached accessory building (a garage), built in 2009, from its original property in order to make it a primary building;
CONSIDERING THAT the building targeted by the request is located in a high-current flood zone (0-20 years);
CONSIDERING THAT the project to add a new dwelling in a high-current flood zone (0-20 years) is not in the spirit of the transitional regime governing interventions in these zones;
CONSIDERING THAT the project does not require any physical modification to the targeted properties except for construction work to prepare the accessory building for the function of a primary residential building, but that it does not ensure the protection of people and property and does not improve the resilience of communities, in accordance with the Plan d’urbanisme (Urban Plan);
CONSIDERING THAT the council must also grant minor variances to Règlement de zonage numéro 532-2020 (Zoning Bylaw 532-2020) in order to implement this project;
CONSIDERING THAT granting the requested minor variances would aggravate public safety or health risks;
CONSIDERING THAT the project still respects the applicable criteria and objectives related to the Site du patrimoine Jacques-Cartier (Jacques-Cartier Heritage Site), however, it proposes a subdivision that has the effect of creating a lot with a 4 m frontage on rue Jacques-Cartier, whereas all lots on the street have a dominant width of 6 m;
CONSEQUENTLY, this Committee recommends not approving, pursuant to Règlement constituant le site du patrimoine Jacques-Cartier numéro 914-96 (Bylaw establishing the Jacques-Cartier Heritage Site 914-96), work at 881 and 883, rue Jacques-Cartier, aimed at:
- Authorizing a subdivision to detach an existing detached accessory building (a garage) from its original property, in order to convert it into a primary building;
- Regularizing the exterior vinyl siding of this construction (initially planned in wood) with the addition of a garage door.
