Heritage – Conversion of a mixed-use building into a five-unit multi-family dwelling – 49 Symmes Street – Aylmer Electoral District – Vincent Roy
Questions, answers, and comments were formulated, concerning among other things:
- The plans in the project analysis will be appended to the municipal council resolution. At the building permit stage, the designated official will ensure that the plans received match those approved by the council;
- The site demineralization project is welcomed;
- It is proposed that the doors and windows be black, like the British building across from the project;
- It is requested that the management of waste bins be improved so that they are concealed by planting or an enclosure;
- It is requested to see if it is possible to add openings on the facade facing rue Parker. It is answered that the internal layout of the units and the technical feasibility of such an addition are unknown;
- The red brick does not harmonize with the original dwelling. It is estimated that white doors and windows would harmonize better with the original dwelling;
- It is believed that it is not necessary to add openings to the blind wall;
- A vote is requested for the addition of a condition to require that the two doors and woodwork to be added to the old shed be black: four for, six against, two absent. The condition is therefore rejected.

CONSIDERING THAT a request to develop two additional units in the mixed-use building has been formulated for the property located at 49, rue Symmes;
CONSIDERING THAT the development of these two new units will bring the total number of units to five, as the building already has three, and that this intervention will have the effect of transforming the existing building into a multi-family dwelling;
CONSIDERING THAT the main building, "Maison Charles Delvin", has been cited as a heritage building by the former City of Aylmer since 1997 and is included in the document "Inventaire du patrimoine traditionnel de la ville de Gatineau — 2025";
CONSIDERING THAT the projected work is subject to Règlement numéro 2110-97, citing buildings with heritage character in the Aylmer sector, and Règlement numéro 505-2005, relating to site planning and architectural integration, and that this work requires the approval of the municipal council;
CONSIDERING THAT in order to allow the development of the two units, the applicant plans to modify the east facade of the one-story section of the building located at the rear and to carry out work to bring the outdoor staircase located at the rear into compliance with the Code de construction du Québec, as well as site redevelopment work;
CONSIDERING THAT the modification of the facade consists of removing the existing openings as well as the existing vestibule and installing four new windows and two doors in new openings;
CONSIDERING THAT in order to comply with the requirements of the Code de construction du Québec, the existing outdoor staircase located at the rear of the building must be protected against fire by adding fireproof cladding under the first two flights as well as under the first landing, and that the existing wooden plank railing will be replaced by a welded aluminum railing;
CONSIDERING THAT the exterior development work consists of removing the gravel surface of the existing parking lot in order to create a new asphalt parking lot with four vehicle parking spaces and three bicycle parking spaces, that the rest of the currently graveled area will be grassed, and that a planting of four trees is planned, in addition to the three existing trees which will be preserved;
CONSIDERING THAT the project complies with the applicable regulatory provisions of Règlement de zonage numéro 532-2020 and that it respects the applicable objectives and criteria of Règlement relatif aux plans d’implantation et d’intégration architecturale numéro 505-2005;
CONSIDERING THAT a vote is requested, and that eight members vote for the project, two members vote against, and two members are absent;
CONSEQUENTLY, this Committee recommends that the council approve, pursuant to Règlement citant des bâtiments ayant un caractère patrimonial au secteur d’Aylmer numéro 2110-97 and Règlement relatif aux plans d'implantation et d'intégration architecturale numéro 505-2005, a project aimed at transforming a mixed-use building into a multi-family dwelling with five units, located at 49, rue Symmes, as illustrated in the project analysis in the documents:

- Regarding the chimney, the members prefer option B presented by the applicant, which is its reconstruction to the original state.

CONSIDERING THAT a request to authorize renovation work on the main building and a detached garage has been formulated for the property located at 104, rue Poplar;
CONSIDERING THAT the property targeted by the request is located in the James-Murray/Poplar/Jean-René-Monette heritage site, where any renovation project for a main building and a detached garage is subject to approval by the municipal council pursuant to Règlement numéro 915-96 of the James-Murray/Poplar/Jean-René-Monette heritage site;
CONSIDERING THAT the projected work aims to preserve the architectural characteristics of the buildings and to enhance them to ensure their durability;
CONSIDERING THAT the project complies with the applicable regulatory provisions of Règlement de zonage numéro 532-2020, and that it respects the majority of the applicable objectives and evaluation criteria of Règlement numéro 915-96 of the James-Murray/Poplar/Jean-René-Monette heritage site;
CONSIDERING THAT a vote is requested, and that nine members vote for the project including the reconstruction of the chimney to its original state, one member votes against, and two members are absent;
CONSEQUENTLY, this Committee recommends that the council approve, pursuant to Règlement constituant le site du patrimoine James-Murray/Poplar/Jean-René-Monette numéro 915-96, a renovation project including the reconstruction of the chimney to its original state at 104, rue Poplar, as illustrated in the project analysis in the document entitled:
