  • The Association du patrimoine d’Aylmer is no longer consulted for heritage projects in the Aylmer sector;
  • It is considered that the contrast of the black color of the windows is too significant; a gray would have been preferred;
  • It is considered a pity that 21 trees are being cut down, since trees contribute to the charm of the neighborhood;
  • There is fear that the provision of only four parking spaces will create long-term problems. The objective of the PPU du Vieux-Aylmer not to require a minimum number of parking spaces is understood, but it is believed that it should be accompanied by a thoughtful and coherent on-street parking policy;
  • In addition to cutting down trees and offering few parking spaces, the realization of the project will require the granting of a minor variance to reduce the minimum distance between a parking space and the wall of a multi-family building from 6 m to 3 m. The landscape insertion of the replacement project, the size of the construction, and the lack of parking spaces are the weak points of this project.

CONSIDERING THAT a request to build a ten-unit, three-story multi-family building with an isolated structure has been formulated for the property at 38, rue Court;

CONSIDERING THAT the targeted property is located in the heritage insertion sector of Vieux-Aylmer and in the protected heritage sector, where the construction of a new building is subject to the approval of the municipal council pursuant to Règlement numéro 2100-97 constituting the site du patrimoine d’Aylmer and the Règlement relatif aux plans d’implantation et d’intégration architecturale numéro 535-2025;

CONSIDERING THAT the multi-family housing project proposes a contemporary architecture characterized by a simple and compact volume, in contrast with the old building, presenting clean lines and current and old materials of similar color and in harmony with the existing, which preserves a complete reading of the surrounding traditional built environment;

CONSIDERING THAT the realization of this project requires the granting by the council of a minor variance to the Règlement de zonage numéro 532-2020;

CONSIDERING THAT the project complies with all provisions of the Règlement de zonage numéro 532-2020, with the exception of the requested minor variance;

CONSIDERING THAT the project respects the majority of the applicable criteria of the new Règlement relatif aux plans d’implantation et d’intégration numéro 535-2025;

CONSIDERING THAT the vote is requested, and that ten members vote for the project, one member votes against, and one member is absent;

CONSEQUENTLY, this Committee recommends to the council to approve, pursuant to the Règlement relatif aux plans d'implantation et d'intégration architecturale numéro 535-2025 and Règlement numéro 2100-97 constituting the site du patrimoine d’Aylmer, a project at 38, rue Court, in order to authorize the construction of a ten-unit, three-story multi-family building with an isolated structure and a basement, as illustrated in the project analysis in the documents titled:
