CONSIDERING THAT a request to demolish a two-family dwelling has been submitted for the property located at 63, rue Laval;

CONSIDERING THAT the existing main building is listed in the document Ville de Gatineau – Inventaire du patrimoine bâti traditionnel – 2025 with an average value;

CONSIDERING THAT the building to be demolished presents fire safety issues and structural failures that alter its condition and will require significant work (art. 22, criterion 5°, a);

CONSIDERING THAT the heritage building to be demolished has an "average" heritage value, notably due to its architectural simplicity and modifications to openings (art. 22, criterion 6° a) and 6° d);

CONSIDERING THAT the planned reuse program for the cleared land consists of constructing a six-story mixed-use building with 39 housing units;

CONSIDERING THAT the reuse program for the cleared land will be subject to Règlement numéro 507-2005 regarding specific projects for construction, modification, or occupancy of a building;

CONSIDERING THAT the reuse program for the cleared land will also be subject to Règlement numéro 535-2025 regarding Site Planning and Architectural Integration Programs (PIIA);

CONSIDERING THAT the Demolition Review Committee (CDD) may set the conditions necessary for the issuance of a demolition certificate;

CONSIDERING THAT a vote was requested, and four members voted in favor of the demolition, five members voted against, and three members were absent;

CONSIDERING THAT this Committee believes the state of the building is sound and habitable, and that its heritage value and history justify its preservation;

CONSEQUENTLY, this Committee recommends that the Demolition Review Committee not approve, pursuant to the Règlement visant à régir la démolition d’immeubles sur le territoire de la Ville de Gatineau numéro 900-2021, the demolition of the isolated two-family dwelling located at 63, rue Laval.

CONSIDERING THAT a request to replace the roof soffits of two sections of a building has been submitted for the property located at 38, rue Principale;

CONSIDERING THAT the request follows a notice of violation issued by the inspection section of the Urban Planning Department for a lack of building maintenance;

CONSIDERING THAT the existing roof soffits of the two sections of the building are deteriorated, are not ventilated, and the applicant proposes to replace them with ventilated aluminum soffits, in a white color identical to the current soffits;

CONSIDERING THAT the main building, constructed in 1930, is listed in the document Inventaire du patrimoine traditionnel de la Ville de Gatineau 2025 with a heritage interest level qualified as average;

CONSIDERING THAT the building is located in the Vieux-Aylmer heritage site and in the protected heritage PIIA sector;

CONSIDERING THAT the work proposed by the applicant is subject to the approval of the municipal council pursuant to the Règlement sur le site du patrimoine d’Aylmer numéro 2100-97 and Règlement numéro 535-2025 regarding Site Planning and Architectural Integration Programs;

CONSIDERING THAT the project complies with the applicable regulatory provisions of Règlement de zonage numéro 532-2020 and respects the majority of the applicable objectives and criteria of Règlement numéro 535-2025 regarding Site Planning and Architectural Integration Programs;

CONSEQUENTLY, this Committee recommends that the Council approve, pursuant to the Règlement sur le site du patrimoine d’Aylmer numéro 2100-97, a project to replace the roof soffits of the two sections of the building located at 38, rue Principale, as illustrated in the project analysis in the documents titled:

  • Photos of existing soffits and identification of proposed work – By SUDD – April 1, 2026 – 38, rue Principale;
  • Proposed material for the soffits of the two roofs of the building – By SUDD – April 1, 2026, according to information received from the applicant on March 17, 2026 – 38, rue Principale.
