Heritage – Demolition of a commercial building – 92–106 Rue de l’Hôtel-de-Ville
The committee recommends approving the demolition of a 1965 commercial building located within the Kent-Aubry-Wright heritage site. The site is slated for the construction of a 13-storey mixed-use residential and commercial building. The committee noted concerns regarding the accuracy of restoration cost estimates and requested clarification on the placement of a proposed green roof to ensure it does not obstruct a mural.

Heritage – Demolition of a commercial building – 92 to 106, rue de l’Hôtel-de-Ville – Hull-Wright electoral district – Steve Moran

Questions, answers, and comments were formulated, concerning among other things:

  • It is considered that the restoration cost estimate is exaggerated;
  • It is considered that the building restoration cost criterion is one of the least valid, since the more a building is left to deteriorate, the more expensive the restoration becomes;
  • A request is made to verify on which floor the green roof will be located, as it is not specified in the project analysis text, and to ensure that it does not interfere with the visibility of the mural artwork;
  • The reference to the project at the former Hôtel Windsor is welcomed.

R-CLP-2026-08-17/20

CONSIDERING THAT a request to demolish a commercial building has been submitted for the property located at 90 to 106, rue de l’Hôtel-de-Ville; CONSIDERING THAT the existing main building is located within the Kent-Aubry-Wright heritage site, governed by Règlement numéro 2195; CONSIDERING THAT the main building to be demolished was built in 1965 and is not listed in any inventory of traditional built heritage of Gatineau; CONSIDERING THAT the building to be demolished shows signs of deterioration that alter its condition and will require significant work (art. 22, criterion 5°, a); CONSIDERING THAT the current building is occupied by commercial uses; CONSIDERING THAT the proposed use of the cleared land consists of constructing a 13-storey mixed residential and commercial building; CONSIDERING THAT the proposed use of the cleared land will be subject to Règlement numéro 506-2005 regarding conditional uses; CONSIDERING THAT the proposed use of the cleared land will also be subject to Règlement numéro 535-2025 regarding Site Planning and Architectural Integration Programs (PIIA); CONSIDERING THAT the Demolition Review Committee (CDD) may set the conditions necessary for the issuance of a demolition certificate;

CONSEQUENTLY, this Committee recommends that the Demolition Review Committee approve, pursuant to the Règlement visant à régir la démolition d’immeubles sur le territoire de la Ville de Gatineau numéro 900-2021, the demolition of the commercial building located at 92 to 106, rue de l’Hôtel-de-Ville, situated within the Kent-Aubry-Wright heritage site.

Heritage – Construction of an eight-unit multi-family dwelling – 28 Rue Symmes
The committee recommends against approving a proposal for an eight-unit multi-family building at 28 Rue Symmes. Members expressed concerns that the project's contemporary design and black color scheme would clash with the rural, pastoral character of the street. Additionally, the committee felt the project failed to meet criteria regarding the preservation of existing trees, the use of sober colors, and the maximization of green space.

Heritage – Construction of an eight-unit multi-family dwelling – 28, rue Symmes – Aylmer electoral district – Vincent Roy

Questions, answers, and comments were formulated, concerning among other things:

  • It is suggested to reduce the width of the circulation space to 6 m instead of 7 m, which would allow for more greenery and increase the area of amenity spaces;
  • The project is compared to the one at 60, rue Thomas, for which similar minor variances were requested;
  • It is estimated that the scale of the project is too large for the size of the lot;
  • The dwelling opposite the project has a rural appearance and uses bright colors. There is concern that the project, with its more contemporary design and black color, will create a fracture with the pastoral side of this street;
  • Reducing the scale of the project or the parking space would allow for the preservation of more trees;
  • It is suggested that the applicant draw inspiration from the architecture of the dwellings present on the street;
  • The six trees to be planted will be monospecific. It is suggested to vary the species.

R-CLP-2026-08-17/21

CONSIDERING THAT a request for the construction of an eight-unit multi-family dwelling with an isolated structure has been submitted for the property located at 28, rue Symmes; CONSIDERING THAT the project is subject to the Aylmer heritage site Règlement numéro 2100-97 as well as the Règlement relatif aux plans d’implantation et d’intégration architecturale (PIIA) numéro 535-2025, the property being located in the Aylmer heritage site and within the PIIA site targeting sectors and buildings of heritage interest, specifically in the well-protected sector; CONSIDERING THAT the realization of the project also requires the granting of a minor variance to the Règlement de zonage numéro 532-2020 to allow for a reduction of the minimum distance prescribed between the outdoor parking space and the wall of the proposed building; CONSIDERING THAT this committee considers that these evaluation criteria of section 4 of the Règlement relatif aux PIIA numéro 535-2025 are not met:

  • Table 51-2, objective 1, criterion 4: The siting of the building aims at the preservation of the natural topography and mature trees existing on the land;
  • Table 51-3, objective 1, criterion 13: The color of the siding is sober and timeless, rather than extravagant or representative of the current trend. Bright colors can be used sparingly;
  • Table 51-4, objective 4, criterion 1: The project maximizes green landscaping and limits mineralized surfaces to the minimum necessary. CONSIDERING THAT the project meets the majority of the applicable objectives and evaluation criteria of the Règlement relatif aux plans d’implantation et d’intégration architecturale numéro 535-2025; CONSIDERING THAT a vote is requested, and that two members vote for the project and ten members vote against;

CONSEQUENTLY, this Committee recommends that the council not approve, pursuant to the Règlement numéro 2100-97 on the Aylmer heritage site, a project at 28, rue Symmes, to construct an eight-unit multi-family dwelling, as illustrated in the project analysis in the plans titled:

  • Plan d’implantation du bâtiment projeté identifiant la dérogation mineure demandée – Zoubeir Azouz Architecture inc – July 1, 2026 – 28, rue Symmes;

  • Perspectives du bâtiment projeté - Zoubeir Azouz Architecture inc – July 1, 2026 – 28, rue Symmes. It is understood that the granting by the municipal council of the minor variance to the Règlement de zonage numéro 532-2020 is required for the implementation of the project.
