New 2025-2030 Gatineau Urban Outdoor Action Plan — Recommendation

The Plan d’action du plein air urbain 2025-2030 document is presented. Members received it prior to the meeting. The objective is to present the new action plan and obtain a recommendation from the Commission for its adoption.

In 2019, the municipal council adopted a first Plan de développement du plein air urbain spanning three years. In 2022, a review was produced with a view to its renewal. However, the implementation of the action plan was extended until 2024, a year during which an internal consultation exercise was conducted with various partner services with a view to its renewal.

The new action plan is both an organizational priority for the general management and a strategic priority for the Service des loisirs, des sports et du développement des communautés (SLSDC). It is in continuity with the previous plan while being more concrete and operational, leaving room for a citizen-based approach and environmental concerns. One of the major changes is the duration of the plan, which increases from three to five years. The plan proposes four orientations (instead of five previously), eleven objectives, fourteen results, and thirty-three deliverables. These elements are reviewed. The wish is that all stakeholders contribute to the implementation of this action plan.

The next action plan suggests allocating a specialized resource to the realization of the Plan de plein air urbain. The Service de la transition écologique will also collaborate on its implementation. The next steps consist of developing an operational plan for the implementation of the five-year action plan; developing project sheets in connection with the targeted actions; developing each of the actions and its deliverables; presenting the action plan to the municipal council for its adoption; and then defining and implementing the governance framework for the action plan.

Recommendation

Considering that the Plan d’action du plein air urbain is an organizational priority for the general management as well as a strategic priority for the Service des loisirs, des sports et du développement des communautés;

Considering that the last action plan, adopted in 2019 by the municipal council (CM-2019-843), ended in 2022;

Considering that the renewal of the action plan is the result of a vast internal consultation exercise conducted with the various partner services;

The Commission des loisirs, des sports et du développement communautaire, at its regular meeting of November 27, 2024, recommends to the municipal council (CLSDC-2024-04):

  • to adopt the next Plan d’action du plein air urbain of the City of Gatineau;
  • to mandate the administration for the implementation of the action plan, based on the resulting project sheets and the planned operational plan.
