MINOR VARIANCES - CONSTRUCTION OF A MULTI-FAMILY DWELLING - 153, RUE JOFFRE (UNOFFICIAL ADDRESS) - PARC-DE-LA-MONTAGNE–SAINT-RAYMOND ELECTORAL DISTRICT - ISABELLE COUSINEAU
WHEREAS a request to build an isolated multi-family dwelling with 10 units has been submitted for the property located at 153, rue Joffre (unofficial address);
WHEREAS the proposed dwelling will be built on a vacant corner lot that has never been occupied by a main building;
WHEREAS the proposed project does not comply with the provisions of Zoning Bylaw 532-2020 and the applicant is requesting approval for six minor variances to allow its construction, two of which are related to building placement and four to parking space layout;
WHEREAS the minor variances related to building placement aim to increase the building-to-land ratio from 0.30 to 0.45 and reduce the minimum rear setback from 7 m to 5.6 m;
WHEREAS the minor variances related to parking space layout aim to reduce the minimum number of parking spaces from 15 to 2, eliminate the requirement to provide a parking space for people with disabilities, reduce the minimum distance between the parking space and the building wall from 6 m to 1.4 m, and reduce the minimum width of the grass strip bordering the parking space from 1 m to 0 m on the north side and from 1 m to 0.5 m on the west side;
WHEREAS the Urban Planning and Sustainable Development Department (Service de l’urbanisme et du développement durable) is not in favor of the requested minor variances, as the footprint and number of units proposed are not adapted to the dimensions of the subject land and are the cause of the non-compliances subject to this minor variance request;
WHEREAS the Urban Planning and Sustainable Development Department believes that reducing the footprint and the number of units of the proposed dwelling would make the project compliant with the regulatory provisions for which the minor variances are requested;
WHEREAS, with the exception of the requested minor variances, the project complies with the applicable regulatory provisions of Zoning Bylaw 532-2020;
WHEREAS, in accordance with the provisions of Bylaw 851-2023 regarding the publication of public notices, a public notice was published on September 21, 2026, on the City of Gatineau website, and this was published at least 15 days before the meeting where the council must rule on the minor variance request, as indicated in section 145.6 of the Act respecting land use planning and development (Loi sur l’aménagement et l’urbanisme);
WHEREAS the Planning Advisory Committee, at its meeting on September 28, 2026, did not ratify the recommendation of the Urban Planning and Sustainable Development Department and recommends that the council grant the requested minor variances, as it believes they do not infringe upon the property rights of neighboring owners:
IT IS PROPOSED BY COUNCILLOR MICHAEL KORHONEN, SECONDED BY COUNCILLOR ISABELLE COUSINEAU, AND RESOLVED THAT this council grants minor variances to Zoning Bylaw 532-2020 to build an isolated multi-family dwelling located at 153, rue Joffre (unofficial address), aiming to:
