It was answered that the relocation of tenants, if applicable, is one of the evaluation criteria for a demolition request. CONSIDERING THAT a request to demolish a main residential building, containing two occupied dwellings, was submitted for the property located at 64, rue Brook;

CONSIDERING THAT the existing main building, built in 1946, has no recognized heritage value and is not identified in the document Ville de Gatineau – Inventaire du patrimoine bâti – 2008;

CONSIDERING THAT the photos of the building's condition taken by the applicant and filed in July 2023 reveal, in particular, cracks in the foundation, water infiltration in the basement, deterioration of the exterior wall cladding in certain locations, as well as deterioration of the roof which contains mold and rot, and that according to the applicant's statement, the building contains urea-formaldehyde foam insulation (UFFI);

CONSIDERING THAT the estimated restoration costs provided by the applicant are $307,160 (taxes extra);

CONSIDERING THAT no complaint file regarding the deterioration of the neighborhood's quality of life targeting the building to be demolished is active;

CONSIDERING THAT the preliminary program for the reuse of the cleared land consists of building a two-story residential building containing approximately eight dwellings;

CONSIDERING THAT the construction project constituting the proposed preliminary program for the reuse of the cleared land must be approved by the council under the Règlement relatif aux plans d’implantation et d’intégration architecturale numéro 505-2005, since the land where the project is located is in the secteur d’insertion villageoise des Explorateurs and could require minor variances to the Règlement de zonage numéro 532-2020;

CONSIDERING THAT the Demolition Review Committee (CDD) may set the conditions necessary for the issuance of a demolition certificate;

CONSIDERING THAT before making its decision, the Committee took into account all the evaluation criteria listed in Article 22 of Règlement numéro 900-2021;

CONSIDERING THAT before making its decision, the Committee took into account the oppositions received following the publication of the public demolition notice on January 17, 2024;

CONSIDERING THAT this Committee is convinced of the appropriateness of the complete demolition of the building given the public interest and the interest of the parties;

AND RESOLVED THAT this Committee approves, under the Règlement visant à régir la démolition d'immeubles sur le territoire de la Ville de Gatineau, numéro 900-2021, the demolition of the detached two-family dwelling located at 64, rue Brook, conditionally upon:

  • The authorization of the preliminary program for the reuse of the cleared land by the council under the Règlement relatif aux plans d’implantation et d’intégration architecturale numéro 505-2005, and the granting by the council of minor variances to the Règlement de zonage numéro 532-2020, if required;
  • The simultaneous issuance of the building permit for the replacement project approved by the municipal council and the certificate of authorization for the demolition work.

  • The heritage value of the dwelling stems mainly from the group of dwellings in which it is integrated. It is desired that the program for the reuse of the cleared land integrates better into this group.

CONSIDERING THAT a request to demolish a main residential building of three currently vacant dwellings was submitted for the property located at 56, rue Charlevoix;

CONSIDERING THAT the existing main building, built in 1900, is identified in Appendix 6 of the document Ville de Gatineau – Inventaire du patrimoine bâti – 2008 as a building of potential heritage interest, and that a notice of intent to authorize the demolition must be transmitted to the ministère de la Culture et des Communications, if the Committee authorizes the demolition, in response to a transitional measure applicable since April 1, 2021, targeting buildings built before 1940;

CONSIDERING THAT the report on the condition of the building filed in July 2023 reveals structural problems causing uneven floors and cracks in the walls, deterioration of the exterior wall cladding, and the presence of water infiltration at the level of the walls and openings of the building which causes mold, as well as damage caused by a fire in one of the dwellings;

CONSIDERING THAT the declared restoration costs are $354,895.63, of which only $308,672.00 should be considered, since taxes should not be part of the restoration amount;

CONSIDERING THAT a complaint file regarding the deterioration of the neighborhood's quality of life targeting the building to be demolished is active, following an inspection carried out on November 9, 2022;

CONSIDERING THAT the applicant filed an assessment of the building's heritage value, carried out by the firm Cardo Urbanisme, which gives it low heritage value, and that the Service de l’urbanisme et du développement durable (SUDD) agrees with this assessment;

CONSIDERING THAT the preliminary program for the reuse of the cleared land consists of building a three-story residential building containing five dwellings, and that the latter will require the municipal council's approval of a specific project for the construction, modification, or occupation of a building;

CONSIDERING THAT the construction project constituting the preliminary program for the reuse of the cleared land must also be approved by the council under the Règlement relatif aux plans d’implantation et d’intégration architecturale numéro 505-2005, since the land where the project is located is in the secteur de préservation du centre-ville and specifically in the Quartier des maisons allumettes;

CONSIDERING THAT the Demolition Review Committee may set the conditions necessary for the issuance of a demolition certificate and that it must consult the local heritage council when the demolition request concerns a heritage building;

CONSIDERING THAT before making its decision, the Committee took into account all the evaluation criteria listed in Article 22 of Règlement numéro 900-2021;

  • The approval by the council of a specific project for the construction, modification, or occupation of a building and a site planning and architectural integration plan (PIIA) targeting the preliminary program for the reuse of the cleared land;
  • The simultaneous issuance of the building permit for the replacement project and the certificate of authorization for the demolition work, following the transmission of the notice of intent to authorize the demolition to the ministre de la Culture et des Communications and the absence of opposition on his part.
