CONSIDERING THAT a request to demolish an occupied, detached single-family home has been submitted for the property located at 60, rue Thomas;
CONSIDERING THAT authorization for the complete demolition of this same dwelling was granted by the Demolition Review Committee at its meeting on August 29, 2023, to carry out a site reuse program involving the construction of a four-story building containing 23 units;
CONSIDERING THAT new authorization must be granted by this committee, as the preliminary site reuse program has changed as required by Section 24 of the Règlement visant à régir la démolition d’immeubles sur le territoire de la Ville de Gatineau numéro 900-2021;
CONSIDERING THAT the existing main building, constructed in 1958, has no recognized heritage value and is not identified in the document "Ville de Gatineau — Inventaire du patrimoine bâti — 2008";
CONSIDERING THAT the building condition report provided by the applicant identifies deficiencies in the floor structure and exterior cladding, and that the work required to restore the building is estimated at $101,400 (taxes, administration, and profits extra);
CONSIDERING THAT no complaints regarding the deterioration of neighborhood quality of life have been filed against the building to be demolished;
CONSIDERING THAT the occupant was notified by email of the owner's intentions to demolish the building upon the acquisition of the property;
CONSIDERING THAT the preliminary site reuse program aims for the construction of a 3-story building comprising 12 units;
CONSIDERING THAT the construction project constituting the preliminary site reuse program must be approved by the council, pursuant to the Règlement relatif aux plans d’implantation et d’intégration architecturale numéro 505-2005;
CONSIDERING THAT the construction project constituting the preliminary site reuse program will also require the granting of minor variances by the council to the Règlement de zonage numéro 532-2020;
CONSIDERING THAT the Demolition Review Committee may set the conditions necessary for the issuance of a demolition certificate;
CONSIDERING THAT before rendering its decision, the Committee took into account all evaluation criteria listed in Article 22 of Règlement numéro 900-2021;
CONSIDERING THAT no opposition was received following the publication of the public demolition notice on October 16, 2024;
CONSIDERING THAT this Committee is convinced of the appropriateness of the complete demolition of the building given the public interest and the interest of the parties;
AND RESOLVED THAT this Committee approves, pursuant to the Règlement visant à régir la démolition d'immeubles sur le territoire de la Ville de Gatineau numéro 900-2021, the demolition of the single-family residential building located at 60, rue Thomas, conditionally upon:
- The approval of the construction project constituting the site reuse program pursuant to the Règlement relatif aux plans d’implantation et d’intégration architecturale numéro 505-2005;
- The granting, by the council, of minor variances to the Règlement de zonage numéro 532-2020, if required;
- The simultaneous issuance of the building permit for the replacement project and the certificate of authorization for the demolition work;
It is understood that this decision cancels and repeals the one rendered by this same committee on August 29, 2023 (R-CDD-2023-08-29/46).

CONSIDERING THAT the existing main building, constructed in 1900, is not identified in the document "Ville de Gatineau - Inventaire du patrimoine bâti - 2008";
CONSIDERING THAT according to a study submitted by the applicant, carried out in April 2023 by the consultant Gris-Orange Inc., the heritage interest of this building is evaluated at a high level;
CONSIDERING THAT the Service de l’urbanisme et du développement durable (SUDD), as part of the analysis of the heritage potential of several buildings targeted by the revision of the traditional heritage inventory, considers that the heritage value of this property is strong;
CONSIDERING THAT the applicant states that the building is habitable and does not require restoration work;
CONSIDERING THAT no complaints regarding the deterioration of neighborhood quality of life have been filed against the building to be demolished;
CONSIDERING THAT the occupants were notified verbally by the owner, upon the acquisition of the property, that a demolition request would be filed with the City of Gatineau;
CONSIDERING THAT the preliminary site reuse program aims for the construction of a 10-story building, comprising a total of 142 units as well as commercial space on the ground floor;
CONSIDERING THAT the construction project constituting the preliminary site reuse program must be approved by the council, pursuant to the Règlement relatif aux plans d’implantation et d’intégration architecturale numéro 505-2005, and that its design, still evolving, could require the granting, by the council, of minor variances to the Règlement de zonage numéro 532-2020;
CONSIDERING THAT the construction project constituting the preliminary site reuse program must be approved by the council, pursuant to the Règlement relatif aux usages conditionnels numéro 506-2005, since the project includes more than 100 units;
CONSIDERING THAT the Demolition Review Committee may set the conditions necessary for the issuance of a demolition certificate;
CONSIDERING THAT before rendering its decision, the Committee took into account all evaluation criteria listed in Article 22 of Règlement numéro 900-2021;
CONSIDERING THAT before rendering its decision, the Committee took into account the oppositions received following the publication of the public demolition notice on October 16, 2024;
CONSIDERING THAT the Conseil local du patrimoine was consulted at its meeting on October 28, 2024, since the request concerns a heritage property, and it formulated an unfavorable opinion regarding the demolition;
CONSIDERING THAT this Committee is convinced of the appropriateness of the complete demolition of the building given the public interest and the interest of the parties;
AND RESOLVED THAT this Committee refuses, pursuant to the Règlement visant à régir la démolition d'immeubles sur le territoire de la Ville de Gatineau numéro 900-2021, the demolition of the two-family building located at 8, rue Dalpé.
