Recommendation of the CTTDS: CTDDS-2024-05
Recommend the transmission of the final Road Safety Intervention Plan (Plan d’intervention en sécurité routière - PISR) to the Ministry of Transport and Sustainable Mobility (ministère des Transports et de la mobilité durable - MTMD) for its acceptance.
RECOMMENDATIONS: CP-MOB-2025-002
That this council accepts the Road Safety Intervention Plan approved by the MTMD and the action plan that is an integral part thereof.
A question and comment period takes place.
Councillor Steve Moran mentions that the intersection of Allumettières and Saint-Rédempteur is problematic in his district, which was identified during the presentation. He adds that actions are already planned for this location. He further emphasizes that it is important to monitor speed for the safety of users. There is much to be done to secure travel for everyone on boulevard des Allumettières and the plan presents the required planning well.
Councillor Mike Duggan believes that particular attention must be paid to busier areas, but that elected officials are also called upon regarding 30 km/h zones.
Ms. Emery explains how the data was analyzed to allow for the presented planning. She adds that even if a solution path is not named, awareness can be raised.
The recommendation will be tabled at the municipal council meeting on October 2, 2025.

RECOMMENDATION: The executive committee recommends to the council:
To adopt the Commercial Development Policy.

Councillor Marc Bureau particularly appreciates the elements related to Axis 2, Downtown Vision, having mainly been dedicated to downtown businesses. He mentions that there is little animation and activity for businesses located on boulevard Saint-Joseph and the surrounding streets. He therefore welcomes the recommendations. He asks if funding similar to that existing for other actors could eventually be available for this emerging hub, and explanations are provided by Mr. David Leclerc.
Councillor Edmond Leclerc mentions that the reflections of the Commission members focused not only on the current situation but on the evolution of the City. He highlights the vision presented on page 11, adding that investments in the commercial sector are essential to the quality of life of citizens. Mr. Edmond Leclerc also highlights the objectives identified on page 14, explaining that decisions must be based on data.
Councillor Steven Boivin wishes to thank the teams for the work done in response to the mandate that was given. He emphasizes that the expectations regarding associations are proposed for the sake of equity between sectors and organizations, via the Policy and the Support Framework. Mr. Boivin also thanks the administration for the support provided to the associations and believes that the Support Framework must be adopted with the Policy.
Councillor Steve Moran wishes to clarify that the elements presented concern commercial development and not economic development, that there is a distinction to be made. The policy meets the needs on the ground. Mr. Moran supports the comments of Mr. Bureau regarding the elements presented in Axis 2.
Mayor Maude Marquis-Bissonnette also thanks the teams for the work done within a tight schedule. The City will now have a vision to better structure our actions, notably with all City departments. She explains that this file is important for the quality of life of citizens. The Policy is a major step, which could be followed by other actions.
