Redevelopment of the Montée Paiement and Highway 50 Interchange
CONSIDERING the high volume of traffic present on Montée Paiement, particularly between the east and west ramps of Highway 50;
CONSIDERING the occasional traffic backup issues in the Montée Paiement exit ramp of Highway 50 westbound, as well as on the shoulder and the right lane of Highway 50, and the potential risks of this congestion for road user safety;
CONSIDERING the known road capacity issues on Montée Paiement, particularly at the intersection with the Highway 50 east entrance and exit ramps and rue Davidson;
CONSIDERING THAT the exit and entrance ramps of Highway 50 are under provincial jurisdiction, while Montée Paiement and the other streets intersecting it are under municipal jurisdiction;
CONSIDERING THAT it is required to intervene on Montée Paiement, particularly between the east and west ramps of Highway 50, in order to solve safety and mobility issues;
CONSIDERING THAT it is also desirable to intervene at the intersection of Montée Paiement and boulevard Gréber in order to improve the intersection's configuration;
CONSIDERING THAT representatives of the City and the ministère des Transports et de la Mobilité durable have begun preliminary discussions with a view to redeveloping the Montée Paiement and Highway 50 interchange;
CONSIDERING THAT a collaboration agreement must be reached between the ministère des Transports et de la Mobilité durable and the City of Gatineau regarding project management and a possible cost-sharing for the redevelopment work of the Montée Paiement and Highway 50 interchange;
CONSIDERING THAT this future collaboration agreement must be ratified by the municipal council of the City of Gatineau and by the ministère des Transports et de la Mobilité durable;
CONSIDERING THAT in order to continue project planning, the ministère des Transports et de la Mobilité durable wishes to obtain a resolution from the City of Gatineau confirming that it mandates its administration to officially begin discussions with the ministère des Transports et de la Mobilité durable regarding the planning, management, financing, and preparation of the collaboration agreement for the Montée Paiement and Highway 50 interchange redevelopment project:
PROPOSED AND RESOLVED UNANIMOUSLY THAT this committee recommends to the council:
- To mandate the administration to begin discussions with the ministère des Transports et de la Mobilité durable regarding the planning, management, and financing of the Montée Paiement and Highway 50 interchange redevelopment project, all of which must eventually be formalized in a collaboration agreement to be agreed upon between the two parties and approved by the municipal council of the City of Gatineau and the ministère des Transports et de la Mobilité durable;
- To request that the ministère des Transports et de la Mobilité durable continue the planning of the Montée Paiement and Highway 50 interchange redevelopment project.
The present recommendation of the executive committee comes into effect on the day of its approval by municipal council resolution.

Awarding of the Certificate of Excellence in Preservation and Restoration of Built Heritage
CONSIDERING THAT the City of Gatineau is an important actor in the protection, conservation, and promotion of heritage;
CONSIDERING THAT the City of Gatineau's Cultural Policy identifies heritage as an integral element of our community's cultural identity;
CONSIDERING THAT the City of Gatineau adopted its Heritage Policy and its 2013-2015 action plan on December 4, 2012;
CONSIDERING THAT the Planning and Sustainable Development Department filed its report on the 2013-2015 action plan for the "physical heritage" component of the Heritage Policy on September 12, 2017, that several actions were still in progress or not completed, and that the action plan was extended until 2022;
CONSIDERING THAT the Planning and Sustainable Development Department recognized the need to update the action plan related to the Heritage Policy and that a 2023-2028 action plan was developed to that effect;
CONSIDERING THAT one of the actions of the 2023-2028 action plan consists of annually awarding a certificate of excellence in the restoration or promotion of built heritage, accompanied by a $5,000 check;
CONSIDERING THAT the funding for the action plan's initiatives comes from the regular budget of the Heritage Policy – Urban Planning component budget item;
CONSIDERING THAT the call for applications for the certificate of excellence in the restoration and promotion of built heritage was launched on November 6, 2023, and ended on December 1, 2023, with six applications received;
CONSIDERING THAT the selection committee evaluated and selected the application for 62, rue de l'Hôtel-de-Ville (Claude Laflamme) on December 20, 2023, for the certificate of excellence in the restoration and promotion of built heritage:
PROPOSED AND RESOLVED UNANIMOUSLY THAT this committee recommends to the council:
- To ratify the awarding of the City of Gatineau's Certificate of Excellence in Preservation and Restoration of Built Heritage to Claude Laflamme for the excellence of the restoration work carried out on the metal roof, the wooden cornice, and the exterior brick cladding of the building located at 62, rue de l'Hôtel-de-Ville;
- To authorize the mayor or, in her absence, the acting mayor, and the clerk or, in her absence, the deputy clerk or assistant clerk, to sign the certificate of excellence in preservation and restoration of built heritage;
- To authorize the treasurer to issue the $5,000 check to Claude Laflamme according to the awarding terms, upon presentation of supporting documents prepared by the Planning and Sustainable Development Department.
The funds for this purpose will be taken from the following budget items:
