Bylaw 2050-11-2024 amending the Land Use and Development Plan 2050-2016 to modify the western rapid transit corridor route to align with the planned tramway and remove the Labelle Transit-Oriented Development (TOD) zone
This bylaw updates the City's Land Use and Development Plan to reflect the integration of the tramway as the primary rapid transit mode in the west. Consequently, the Labelle Transit-Oriented Development (TOD) zone is removed as it no longer falls within the rapid transit corridor, and the plan is updated to include the current status of the Rapibus network.

Amendment to Land Use and Development Plan 2050-2016

CONSIDERING THAT the Land Use and Development Plan number 2050-2016 came into effect on December 8, 2015, and constitutes the main planning tool for Gatineau's land use;

CONSIDERING THAT section 5 of the Loi sur l’aménagement et l’urbanisme (LRQ, chapter A-19-1) provides that a land use and development plan must plan the organization of transport, particularly its various modes, in an integrated manner with land use planning;

CONSIDERING THAT the complementary study for the realization of a structuring public transit system in the west of the city of Gatineau was approved on September 15, 2021, by the members of the Structuring Electric Public Transit Project between western Gatineau and downtown Ottawa;

CONSIDERING THAT on July 4, 2023, the municipal council adopted resolution number CM-2023-564 which recognizes the tramway as a structuring transport in the west, supports the complementary study, and mandates the administration to integrate the tramway into the plan;

CONSIDERING THAT by integrating the tramway into the plan, it appears that the transit-oriented development (TOD) zone type 1 - Labelle is no longer located in the rapid transit corridor planned in the west, it is therefore removed from the plan's planning;

CONSIDERING THAT by integrating the tramway into the plan, the planning of transport organization is reviewed, the current state of the Rapibus, which has been completed in the east to Lorrain since August 2023, is also included in the plan;

CONSIDERING THAT the City of Gatineau must proceed with the creation of a commission to hold the public assembly pursuant to section 53.1 of the Loi sur l’aménagement et l’urbanisme (LRQ, chapter A-19-1);

CONSIDERING THAT during the municipal council meeting of September 24, 2024, notice of motion number AM-2024-716 was given and the draft bylaw was adopted;

CONSIDERING THAT a public consultation assembly was held on October 15, 2024, and the file was presented by the commission provided for above:

PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee recommend that the council adopt, without change, Bylaw number 2050-11-2024 amending the Land Use and Development Plan number 2050-2016 with the goal of modifying the route of the rapid transit corridor in the west according to the planned tramway route and to remove the transit-oriented development (TOD) zone LABELLE. This executive committee recommendation comes into effect on the day of its approval by resolution of the municipal council.

Authorize the Treasurer to withdraw $75,000 from available funds for affordable housing - Additional financial support for the Université du Québec en Outaouais student residence project
The City will provide an additional $75,000 to the Université du Québec en Outaouais (UQO) to cover unforeseen costs for their student residence project. Additional Financial Support for UQO Student Residences

CONSIDERING THAT the municipal council adopted resolution number CM-2023-1013 regarding support for the Université du Québec (UQO) student residence project;

CONSIDERING THAT the UQO has submitted a request for additional financial support of $75,000 to the City of Gatineau to cover costs not anticipated in the project's financing;

CONSIDERING THAT the project is accepted under the Programme d’habitation abordable Québec (PHAQ) and that under the terms of this program, the City of Gatineau must contribute a minimum of 40% of the basic subsidy from the Société d’habitation du Québec (SHQ):

PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee recommend that the council confirm an additional amount of $75,000 to the Université du Québec en Outaouais as part of its student residence project. The treasurer is authorized to withdraw a sum of $75,000, cash-funded, from the sums available for affordable housing, in the investment plan – Maintenance component, and to perform the accounting entries required to follow up on this. A treasurer's certificate was issued on November 15, 2024. This executive committee recommendation comes into effect on the day of its approval by resolution of the municipal council.

Memorandum of Understanding for financial support to Enviro Éduc-Action - Climate Plan
The City is entering into a financial agreement with the organization Enviro Éduc-Action to support the implementation of the City's Climate Plan. The funding, totaling $198,333, will support environmental awareness, education, and dialogue initiatives from August 2024 through 2025.

Financial Support for Enviro Éduc-Action

CONSIDERING THAT the City's 2021-2025 municipal council program commits to structuring its interventions around a scientific and ambitious approach to climate change adaptation and the reduction of greenhouse gas (GHG) emissions;

CONSIDERING THAT as part of the City of Gatineau's Climate Plan, the Ecological Transition Department has the mandate to collaborate with local organizations, such as Enviro Éduc-Action, and support them in the implementation of awareness, education, and dialogue actions on climate issues in order to mobilize the population around projects linked to the Climate Plan's objectives;

CONSIDERING THAT the organization Enviro Éduc-Action has the mission of promoting the health of the environment and that of the citizens of the Outaouais through three components: urban ecosystem management, environmental education, and sustainable development consulting services:

PROPOSED AND RESOLVED THAT this committee recommend that the council:

• approve financial support for the period from August to December 2024 in the amount of $58,333;

• approve financial support for the year 2025 in the amount of $140,000;

• authorize the treasurer to perform the required accounting entries covering a maximum amount of $198,333 to the organization, according to the terms of the memorandum of understanding;

• authorize the mayor or in her absence the acting mayor and the clerk or in her absence the deputy clerk or assistant clerk to sign the memorandum of understanding.

The funds for this purpose, coming from the ongoing Green Fund project, will be taken from sub-project 10276.01 – STE PE – Green Fund – Component #1. A treasurer's certificate was issued on November 15, 2024. This executive committee recommendation comes into effect on the day of its approval by resolution of the municipal council.
