Approval of STO Bylaw 174.1

CONSIDERING that, pursuant to its resolution CA-2024-084 of September 26, 2024, the Société de transport de l'Outaouais (STO) adopted Bylaw 174 authorizing several loans totaling $169,500,000 for the partial realization of the planning file for the tramway project towards the west of the City of Gatineau;

CONSIDERING that the partial realization of the planning file will take place over a five-year period, from October 2024 to December 2029;

CONSIDERING that the STO is eligible for a grant from the MTMD under the Programme d'aide gouvernementale aux infrastructures de transport collectif (PAGITC) and that the nature of the project confirms that the resulting expenses are eligible for this grant, which could cover nearly the entire amount;

CONSIDERING that the STO does not have the required funds and, consequently, must provide for financing through a long-term loan;

CONSIDERING that, pursuant to section 123 of the Act respecting public transit authorities, the STO must have its loan bylaws approved by the municipal council of the City of Gatineau:

IT IS PROPOSED BY Councillor Jocelyn Blondin, SECONDED BY Councillor Edmond Leclerc, AND RESOLVED THAT this council approves Bylaw 174.1 of the Société de transport de l'Outaouais amending Bylaw 174 and authorizing several loans totaling $169,500,000 for the partial realization of the planning file for the tramway project towards the west of the City of Gatineau.

Councillors Mike Duggan and Denis Girouard vote against this project.
