CONSIDERING THAT in May 2022, resolution number CM-2022-341 authorized the treasurer to draw an amount of $1,578,000 from the City's free surplus (the contingency fund), representing the difference between the reconstruction costs of the Centre communautaire Saint-Gérard ($3,650,135) and the sums already received from the insurance company ($1,322,135) as well as the grant from the Fonds canadien de revitalisation des communautés to be received under the Programme de développement économique du Québec/Fonds canadien de revitalisation des communautés ($750,000);
CONSIDERING THAT according to the presentation "Centre communautaire St-Gérard – Mise à jour financière" which was made by the Infrastructure and Projects Department and shared at the 2024 budget study week, the estimate for the completion of the community centre construction project is now $6,500,000, including professional fees, thus denoting a shortfall of $2,849,865;
CONSIDERING THAT the deadline to obtain the grant from the Fonds canadien de revitalisation des communautés is March 31, 2024, and that the grant amount has not been received to date; pending confirmation, it has been removed from the financing, leaving a shortfall of $3,599,865;
CONSIDERING THAT during the 2024 budget study week, this situation was presented and it was agreed that a resolution would be made to approve the use of the contingency fund when the Infrastructure and Projects Department reached the submission stage for the work, in order to have the final amount necessary for the completion of the project:
IT IS PROPOSED BY COUNCILLOR MARIO AUBÉ, SECONDED BY COUNCILLOR JEAN LESSARD, AND RESOLVED THAT following the recommendation of the executive committee number CE-2024-179 of March 26, 2024, this council finances from the contingency fund reserve the additional sum of $3,599,865 necessary for the reconstruction of the Centre communautaire Saint-Gérard. Should a grant of $750,000 be confirmed, it will be returned to the contingency fund reserve. To this effect, the treasurer is authorized to make the accounting entries required to give effect to this resolution. A treasurer's certificate was issued on March 25, 2024. Adopted
