Questions, answers, and comments were formulated, concerning among other things:

  • Urban revitalization in the downtown area is encouraged. The promenade du Portage has suffered greatly from the pandemic;
  • The project analysis contains 123 pages, and the preliminary land reuse program occupies only one. It is answered that the City has no control over the documents submitted by the applicant. It is also specified not to confuse the preliminary land reuse program with the detailed project that will be presented to the Comité consultatif d’urbanisme and the municipal council. The preliminary land reuse program only sets out the intentions;
  • The Conseil local du patrimoine suggested preserving the facade of the former printing house at 8-10, rue Leduc;
  • The portion of the building at 119, promenade du Portage that faces the promenade du Portage will be preserved;
  • The opinion of the Conseil local du patrimoine was requested, and it recommends adding a condition to the approval of the demolition, namely that the brick on the rear part of the building at 119, promenade du Portage be recycled, ideally in the project itself, once the expertise of its physical qualities has confirmed its possible reuse.

CONSIDERING THAT a request to demolish a two-story industrial main building has been submitted for the property located at 8-10, rue Leduc;

CONSIDERING THAT the existing main building, constructed in 1950, is identified in Appendix 6 of the document Ville de Gatineau – Inventaire du patrimoine bâti – 2008 as a building of potential heritage interest;

CONSIDERING THAT the building is located within the site du patrimoine du Portage and that demolitions of buildings in this sector are subject to By-law number 2611 establishing the site du patrimoine du Portage.

CONSIDERING THAT the building is in an advanced state of disrepair and requires maintenance work estimated between $2,180,000.00 and $2,485,000.00, according to an assessment prepared by the firm Solroc Inc.;

CONSIDERING THAT the preliminary land reuse program consists of consolidating the lands of 8-10, rue Leduc, 119, promenade du Portage, and 150, rue Wellington, in order to build a 16-story mixed-use building containing 291 units and commercial space on the ground floor;

CONSIDERING THAT site decontamination work is planned by the preliminary land reuse program and that, as permitted by By-law number 900-2021 governing the demolition of buildings, the simultaneous issuance of the building permit for the replacement project approved by the municipal council and the certificate of authorization for the demolition work will not be necessary since traces of contaminants are present under the building and its demolition is required for the execution of the land decontamination work;

CONSIDERING THAT the construction project constituting the preliminary land reuse program must be subject to approval by the council pursuant to By-law number 2611 establishing the site du patrimoine du Portage and pursuant to the By-law respecting site planning and architectural integration programs number 505-2005;

CONSIDERING THAT the construction project constituting the proposed preliminary land reuse program must also be subject to a discretionary process that will require authorization by the municipal council in order to authorize the number of stories proposed by the project;

CONSIDERING THAT the construction project constituting the preliminary land reuse program must be subject to approval by the council pursuant to the By-law respecting conditional uses number 506-2005, because the project will contain more than 100 units;

CONSIDERING THAT the Demolition Committee (CDD) may set the conditions necessary for the issuance of a demolition certificate;

CONSIDERING THAT before rendering its decision, the Committee took into account all evaluation criteria listed in Article 22 of By-law number 900-2021;

CONSIDERING THAT before rendering its decision, the Committee took into account the oppositions received following the publication of the public demolition notice on September 4, 2024;

CONSIDERING THAT the Conseil local du patrimoine was consulted at its meeting on September 16, 2024, since the request concerns a heritage building, and it formulated a favorable opinion;
