DEMOLITION REQUESTS COMMITTEE – MINUTES – 222nd meeting held on November 26, 2024 at 4:30 p.m.

Demolition of a detached three-family home – 80, rue Saint-Jean-Bosco – Manoir-des-Trembles-Val-Tétreau electoral district – Jocelyn Blondin

Questions, answers, and comments were formulated, concerning among other things:

• The project proposes densification and urban revitalization;
• It is requested that the owner participate in the relocation of tenants;
• The typology of the proposed housing is appreciated;
• It is recommended that the applicant consult the neighborhood to foster the project's acceptability in the area.

CONSIDERING THAT a request to demolish a detached three-family home, currently occupied, has been submitted for the property located at 80, rue Saint-Jean-Bosco;

CONSIDERING THAT the existing main building built in 1947 has no recognized heritage value and is not identified in the document Ville de Gatineau – Inventaire du patrimoine bâti – 2008;

CONSIDERING THAT the building is in a state of average disrepair and requires maintenance work estimated at $513,000 according to an evaluation prepared by the company R. W. Marcos, MPM, on March 11, 2024;

CONSIDERING THAT the three units are occupied and the owner has notified the tenants of their intentions to demolish the building;

CONSIDERING THAT the preliminary program for the reuse of the cleared land consists of consolidating the lots at 80 and 90, rue Saint-Jean-Bosco, in order to build a five-story multi-family dwelling containing 18 units;

CONSIDERING THAT the construction project constituting the preliminary program for the reuse of the cleared land will be subject to discretionary approval by the council, as it deviates from the maximum building height permitted in the zone;

CONSIDERING THAT the Demolition Review Committee (CDD) may set the conditions necessary for the issuance of a demolition certificate;

CONSIDERING THAT before making its decision, the Committee took into account all the evaluation criteria listed in Article 22 of Règlement numéro 900-2021;

CONSIDERING THAT before making its decision, the Committee took into account the oppositions received following the publication of the public notice of demolition on November 13, 2024;

CONSIDERING THAT this Committee is convinced of the appropriateness of the complete demolition of the building given the public interest and the interest of the parties;

AND RESOLVED THAT this Committee approves, pursuant to the Règlement visant à régir la démolition d'immeubles sur le territoire de la Ville de Gatineau, numéro 900-2021, the demolition of a detached three-family home located at 80, rue Saint-Jean-Bosco, conditionally upon:

1. Discretionary approval by the council regarding the project constituting the preliminary program for the reuse of the cleared land;
2. The simultaneous issuance of the building permit for the replacement project and the certificate of authorization for the demolition work.

Demolition of a single-family home – 70, rue Hanson – Hull-Wright electoral district – Steve Moran

Questions, answers, and comments were formulated, concerning among other things:

• The building was severely affected by the fire at the neighboring building located at 66, rue Hanson.
• The land reuse project consists of leveling the ground, grassing it, and preventing access, as provided for in the bylaw. The situation is deemed acceptable in this case since a construction project has been approved by the municipal council, but no building permit application has yet been filed.

CONSIDERING THAT a request to demolish a two-story detached single-family home, currently vacant, has been submitted for the property located at 70, rue Hanson;

CONSIDERING THAT the main building in question, built in 1900, has average heritage value and is identified as a potentially heritage building in Appendix 6 of the document Ville de Gatineau – Inventaire du patrimoine bâti – 2008;

CONSIDERING THAT a complaint file regarding the deterioration of the neighborhood's quality of life concerning the building to be demolished is currently active;

CONSIDERING THAT the preliminary program for the reuse of the cleared land provides that the land will be leveled and grassed, and that access will be restricted by means of a fence, a hedge, or an embankment;

CONSIDERING THAT the ministère de la Culture et des Communications has given its agreement for the demolition of this building built before 1940, since July 4, 2022;

CONSIDERING THAT the building was damaged by a recent fire that destroyed the neighboring building located at 66, rue Hanson, and that it constitutes a deterioration of the neighborhood's quality of life, notably because it constitutes a danger to the neighboring heritage building located at 78-82, rue Hanson (la Filature);

CONSIDERING THAT the Demolition Review Committee (CDD) may set the conditions necessary for the issuance of a demolition certificate;

CONSIDERING THAT before making its decision, the Committee took into account all the evaluation criteria listed in Article 22 of Règlement numéro 900-2021;

CONSIDERING THAT no opposition was received following the publication of the public notice of demolition on November 13, 2024;

CONSIDERING THAT the Conseil local du patrimoine was consulted at its meeting on November 25, 2024, since the request concerns a heritage building, and it issued a favorable opinion;

CONSIDERING THAT this Committee is convinced of the appropriateness of the complete demolition of the building given the public interest and the interest of the parties;

AND RESOLVED THAT this Committee approves, pursuant to the Règlement visant à régir la démolition d'immeubles sur le territoire de la Ville de Gatineau numéro 900-2021, the demolition of the two-story single-family home located at 70, rue Hanson, on the condition of leveling and grassing the land after the demolition and installing a fence, a hedge, or an embankment on the land bordering rue Hanson in accordance with Article 40 of Règlement de construction numéro 504-2005. It is understood that this decision cancels and repeals the one rendered by this same committee on March 29, 2022 (R-CDD-2022-03-29/04).
