WHEREAS a request to amend the current zoning bylaw for commercial zone Co-06-097 was submitted by the owner of the land located at 95, boulevard Gréber;
WHEREAS the request aims to increase the maximum number of storeys from three to six in commercial zone Co-06-097;
WHEREAS increasing the maximum number of storeys from three to six in commercial zone Co-06-097 complies with the height map in the Plan d’urbanisme (Urban Plan), which provides for a maximum of 10 storeys for this sector;
WHEREAS the request does not aim to modify the current boundaries of commercial zone Co-06-097 nor to authorize new uses in the targeted zone;
WHEREAS this request is consistent with the guidelines of the Plan d’urbanisme, particularly regarding residential land use and the desired mix of uses near main arteries;
WHEREAS this amendment will encourage the redevelopment of the site, as the property could be included in a redevelopment project for the adjacent property that proposes the construction of a six-storey building;
CONSEQUENTLY, this Committee recommends that the council approve an amendment to Règlement de zonage numéro 532-2020, in zone Co-06-097, in order to:
- Increase the maximum number of storeys from three storeys to six storeys.

WHEREAS a request to construct a two-storey, detached three-family dwelling has been submitted for the property located at 12, rue Metcalfe;
WHEREAS the construction of the project requires the demolition of the existing building on the land, the request for which was approved by the Comité sur les demandes de démolition (CDD) during the session of February 27, 2024;
WHEREAS the project is located in the Plan d’implantation et d’intégration architecturale (PIIA) sector for village, rural, and commercial insertion, where the construction of a new building is subject to council approval under Règlement relatif aux plans d’implantation et d’intégration architecturale numéro 505-5005;
WHEREAS the project requires the granting by the council of minor variances to Règlement de zonage numéro 532-2020 aimed at reducing the minimum width of the front wall of a building and reducing the minimum floor-to-land ratio;
WHEREAS the architectural treatment of the proposed building is inspired by the articulation and traditional architectural components of "matchbox" style buildings in the built environment, allowing the project to be well integrated into its insertion environment;
WHEREAS the project respects the majority of the criteria of Règlement relatif aux plans d’implantation et d’intégration architecturale numéro 505-2005 applicable to the village, rural, and commercial insertion sector;
WHEREAS the project complies with the provisions of Règlement de zonage numéro 532-2020 in effect, except for those that are the subject of the minor variance request;
CONSEQUENTLY, this Committee recommends that the council approve, under Règlement relatif aux plans d’implantation et d’intégration architecturale numéro 505-2005, a project at 12, rue Metcalfe, in order to construct a three-family dwelling, as illustrated in the project analysis in the documents:
- Site plan of the projected building identifying the minor variances – Hubert Carpentier, land surveyor – November 13, 2024 – 12, rue Metcalfe;
- Elevations of the projected building – Profil Architecture – November 6, 2024 – 12, rue Metcalfe;
- Perspective of the projected building – Profil Architecture – November 6, 2024 – 12, rue Metcalfe;
- Description of proposed materials - Profil Architecture – November 6, 2024 – 12, rue Metcalfe.
It is understood that the granting by the council of the requested minor variances to Règlement de zonage numéro 532-2020 is required for the implementation of this project.
UNANIMOUSLY RECOMMENDED
