Questions, answers, and comments were formulated, concerning among other things:
- After receiving the Committee's comments, the developer reviewed the housing typology to transform two-bedroom units into three-bedroom units;
- The minimum area for bedrooms is standardized in the Règlement de construction, set at 7 m²;
- The request for a minor variance to reduce the number of parking spaces had not been initially recommended by the Committee, but since then, the municipal council has given the administration a clear mandate to abolish the minimum number of parking spaces in the downtown area;
- The positioning of the ramp intended for persons with reduced mobility in relation to the property line and the sidewalk is specified.

CONSIDERING THAT a request, aiming to increase the approved number of units of a multi-family dwelling from 110 to 140, has been formulated for the property located at 210, rue Papineau; CONSIDERING THAT the modification of the project has the effect of increasing the number of units from 110 to 140 units without increasing the size of the projected building; CONSIDERING THAT the modification of the project also proposes to modify the volume of the roof-top construction, the exterior cladding, the fenestration, the balconies, and the building access points; CONSIDERING THAT these modifications imply minor variances to Règlement de zonage 532-2020 concerning the minimum distance between an exterior ramp and a property line, the number of parking spaces, the encroachment of an access driveway on the facade of a multi-family building, and the authorized proportion of class 4 exterior cladding on the building; CONSIDERING THAT the modification made to the number of units also implies a modification of the project approval under Règlement relatif aux usages conditionnels numéro 506-2005; CONSIDERING THAT the modification project is compliant with the provisions of Règlement de zonage numéro 532-2020, with the exception of the requested minor variances; CONSIDERING THAT the modification project respects the majority of the applicable criteria of the PIIA de restructuration du centre-ville;
CONSEQUENTLY, this Committee recommends that the council approve, under Règlement relatif aux plans d'implantation et d'intégration architecturale numéro 505-2005, a project modifying the construction project at 210, rue Papineau aiming to increase the number of units approved by the council from 110 to 140, and involving exterior modifications to the project as illustrated in the project analysis in the documents:
- Approved and modified site plans – Rossmann Architecture and Neuf Architectes – October 6, 2021, and April 15, 2025;
- Approved and modified floor plans – Rossmann Architecture and Neuf Architectes – October 6, 2021, and April 15, 2025;
- Approved and modified elevation plans – Rossmann Architecture and Neuf Architectes – October 6, 2021, and April 15, 2025;
- Approved and modified cladding materials – Rossmann Architecture and Neuf Architectes – October 6, 2021, and April 15, 2025;
- Street views of the approved and modified project – Rossmann Architecture and Neuf Architectes – October 6, 2021, and April 15, 2025.
It is understood that the approval of the project by the council under Règlement relatif aux usages conditionnels numéro 506-2005 and the granting by the council of minor variances to Règlement de zonage numéro 523-2020 are required for the implementation of the project.

CONSIDERING THAT a request for authorization of deforestation for decontamination work and park development has been formulated on lots 5 376 145, 3 191 827, 3 402 004 of the cadastre du Québec; CONSIDERING THAT the park development work involves the cutting of 20 trees, half of which are located in a protection and integration wooded area, and therefore require authorization from the council under Règlement relatif aux plans d'implantation et d'intégration architecturale numéro 505-2005; CONSIDERING THAT the cutting of trees will be minimized across the entire project since the only trees to be cut are those located within the perimeter of the decontamination work and those in conflict with the proposed development; CONSIDERING THAT the proposed park development will involve new plantings, specifically 312 deciduous trees, 19 coniferous trees, 496 shrubs, as well as seeding an area of 7,576 m²; CONSIDERING THAT the project respects the main objectives and applicable evaluation criteria of Règlement relatif aux plans d'implantation et d'intégration architecturale numéro 505-2005 regarding the protection of protection and integration wooded areas;
CONSEQUENTLY, this Committee recommends that the council approve, under Règlement relatif aux plans d'implantation et d'intégration architecturale numéro 505-2005, the felling of 10 trees located in a protection and integration wooded area on lots 5 376 145, 3 191 827, and 3 402 004 of the cadastre du Québec, all to allow for decontamination work and park development, as illustrated in the project analysis in the documents:
- Superimposition of planned developments on the current site – Altra sanexen – October 02, 2024 – 20, rue Laurier;
- Characterization of trees located in the protection and integration wooded area – CIMA+ July 21, 2023 – Annotated by the SUDD – 20, rue Laurier.
