CONSIDERING THAT this committee, by its resolution number CE-2023-1038 of December 6, 2023, requested financial assistance from the ministère des Transports et de la Mobilité durable (MTMD) under the Programme d’aide financière au développement des transports actifs dans les périmètres urbains (TAPU) for the project to develop a cycling link between avenue du Cheval-Blanc and rue Notre-Dame via rue Châteauguay and rue des Sables, file number DHP93332;

CONSIDERING THAT on May 22, 2024, the MTMD granted the City of Gatineau financial assistance of up to $693,545, representing 50% of the eligible expenses granted, for the project to construct a multi-use path and pavement markings on rue de la Châteauguay and rue des Sables;

CONSIDERING THAT the City of Gatineau has reviewed the application terms of the TAPU program and commits to respecting them;

CONSIDERING THAT only work performed after the date on the announcement letter is eligible for financial assistance;

CONSIDERING THAT for the 2024-2025 fiscal year, eligible expenses may include those incurred between April 1, 2024, and the date of the project announcement letter;

CONSIDERING THAT the work was carried out from July 18, 2024, to November 20, 2024;

CONSIDERING THAT the City of Gatineau is submitting the accountability form to the Ministry, along with reports on the work performed, which must include:

• Supporting documents for expenses incurred (invoices, progress payments, and any other document attesting to the sums spent);
• Mention of any other reimbursement obtained for the work subject to the financial assistance (tax refunds, other financial aid, etc.);
• Results regarding the following indicators:
  • Number of kilometers of cycling, pedestrian, or multi-use paths completed, by type of development;
  • Number of kilometers of streets developed for pedestrians and cyclists (shared street, bicycle street, designated roadway);
  • Number of self-service bicycles and docking stations installed, by type (assisted or not);
  • Number of bicycle parking spaces added;
  • Number of structures (bridge, footbridge, underpass) developed;

CONSIDERING THAT the City of Gatineau commits to transmitting to the Minister, no later than 18 months after the final payment of financial assistance, the data necessary for the program's management and evaluation process, including results related to the aforementioned indicators (these include a count, at the beneficiary's expense, of traffic or usage of the infrastructure or equipment that received financial assistance, with the exception of bicycle parking and spot improvements);

CONSIDERING THAT the work to develop a cycling link between avenue du Cheval-Blanc and rue Notre-Dame via rue Châteauguay and rue des Sables, which is the subject of the grant awarded to the City, has been completed and accepted by the Service des infrastructures et des projets for an actual chargeable cost of $1,233,079;

CONSIDERING THAT it is necessary, for the disbursement of financial assistance to the City, to transmit a detailed report of the work performed as well as a resolution attesting that the work to develop a cycling link between avenue du Cheval-Blanc and rue Notre-Dame via rue Châteauguay and rue des Sables has been completed and is in compliance with the grant application description:

PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee:

• Attest that the work to develop a cycling link between avenue du Cheval-Blanc and rue Notre-Dame via rue Châteauguay and rue des Sables was completed for an actual chargeable cost of $1,233,079, and that it complies with the plans and specifications and the description of the grant application;
• Authorize the submission of the work report, including the accountability report related to eligible work according to the current application terms, acknowledge that in the event of non-compliance, the financial assistance will be terminated, and certify that Joao Fernandes Moreira, acting director of the Service des infrastructures et des projets, is duly authorized to sign any document or agreement to this effect with the Minister of Transport and Sustainable Mobility. The treasurer is authorized to make the accounting entries required to follow up on this.

CONSIDERING THAT on May 22, 2024, the MTMD granted the City of Gatineau financial assistance of up to $509,564, representing 50% of the eligible expenses granted, for the project to develop a cycling link on rue de Monte-Carlo, between rue Saint-Louis and rue de Cannes;

CONSIDERING THAT the City of Gatineau has reviewed the application terms of the TAPU program and commits to respecting them;

CONSIDERING THAT only work performed after the date on the announcement letter is eligible for financial assistance;

CONSIDERING THAT for the 2024-2025 fiscal year, eligible expenses may include those incurred between April 1, 2024, and the date of the project announcement letter;

CONSIDERING THAT the work was carried out from July 15 to November 1, 2024;

CONSIDERING THAT the City of Gatineau is submitting the accountability form to the Ministry, along with reports on the work performed, which must include:

• Supporting documents for expenses incurred (invoices, progress payments, and any other document attesting to the sums spent);
• Mention of any other reimbursement obtained for the work subject to the financial assistance (tax refunds, other financial aid, etc.);
• Results regarding the following indicators:

PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee:

• Attest that the work to develop a cycling link on rue de Monte-Carlo, between rue Saint-Louis and rue de Cannes (Gatineau sector), approximately 800 m in length, was completed for an actual chargeable cost of $1,334,004, and that it complies with the plans and specifications and the description of the grant application;
• Authorize the submission of the work report, including the accountability report related to eligible work according to the current application terms, acknowledge that in the event of non-compliance, the financial assistance will be terminated, and certify that Joao Fernandes Moreira, acting director of the Service des infrastructures et des projets, is duly authorized to sign any document or agreement to this effect with the Minister of Transport and Sustainable Mobility. CONSIDERING THAT on August 30, 2018, the MTMD granted the City of Gatineau financial assistance of up to $67,806, representing 50% of the eligible expenses granted, for the project to develop unidirectional bicycle lanes on rue Notre-Dame, from chemin du Lac to rue Campeau;

CONSIDERING THAT the City of Gatineau has reviewed the application terms of the TAPU program and commits to respecting them;

CONSIDERING THAT only work performed after the date on the announcement letter is eligible for financial assistance;

CONSIDERING THAT for the 2024-2025 fiscal year, eligible expenses may include those incurred between April 1, 2024, and the date of the project announcement letter;

CONSIDERING THAT the work was carried out from July 18, 2024, to August 23, 2024;

CONSIDERING THAT the City of Gatineau is submitting the accountability form to the Ministry, along with reports on the work performed, which must include:

• Supporting documents for expenses incurred (invoices, progress payments, and any other document attesting to the sums spent);
• Mention of any other reimbursement obtained for the work subject to the financial assistance (tax refunds, other financial aid, etc.);
• Results regarding the following indicators:
  • Number of kilometers of cycling, pedestrian, or multi-use paths completed, by type of development;

CONSIDERING THAT it is necessary, for the disbursement of financial assistance to the City, to transmit a detailed report of the work performed as well as a resolution attesting that the work to develop unidirectional bicycle lanes on rue Notre-Dame, from chemin du Lac to rue Campeau, has been completed and is in compliance with the grant application description:

PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee:

• Attest that the work to develop unidirectional bicycle lanes on rue Notre-Dame, from chemin du Lac to rue Campeau, was completed for an actual chargeable cost of $481,460, and that it complies with the plans and specifications and the description of the grant application;
• Authorize the submission of the work report, including the accountability report related to eligible work according to the current application terms, acknowledge that in the event of non-compliance, the financial assistance will be terminated, and certify that Joao Fernandes Moreira, acting director of the Service des infrastructures et des projets, is duly authorized to sign any document or agreement to this effect with the Minister of Transport and Sustainable Mobility. The treasurer is authorized to make the accounting entries required to follow up on this.

PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee award a contract to the firm Équipe Laurence inc., 135, boulevard Saint-Adèle, Saint-Adèle, Québec, J8B 0J4, for specialized civil engineering consulting services for advisory services, concept development, coordination services, preparatory studies, preparation of plans, specifications, and tender documents, as well as support services during construction for various emergency work mandates on city territory, for a total approximate amount of $1,310,715.00 including taxes, in accordance with the tender documents and its bid submitted on January 29, 2026, as being the bid that obtained the best score after evaluation by a selection committee, in accordance with the authorized evaluation grid. Funds for this purpose will be taken from the relevant sub-projects up to the limit of budgetary availability. A treasurer's certificate was issued on April 20, 2026.

CONSIDERING THAT the 7 km circuit on the territory of the City of Gatineau as part of the 2026 edition of the Tamarack Ottawa Race Weekend requires the closure of streets and parking lots;

CONSIDERING THAT the Service de police de la Ville de Gatineau will ensure traffic control and street closures, all according to the proposed plan;

CONSIDERING THAT all costs related to the closure of streets and parking lots, salaries of police officers and blue-collar workers are entirely at the expense of the organization Corporation National Capital Marathon inc. (10383 3877 RT0001):

PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee approve the closure of streets and parking lots, on Sunday, May 24, 2026, as defined below as part of the 2026 edition of the Tamarack Ottawa Race Weekend, namely:

The 7 km circuit on the territory of the City of Gatineau involves the closure of the following arteries and the prohibition of parking on them on Sunday, May 24, 2026. Parking on these sections will be closed from 9 p.m. Saturday, May 23, until 1 p.m. Sunday, May 24, 2026. The prohibition of traffic on these sections will be from 6 a.m. to 1 p.m., Sunday, May 24, 2026:

• Pont des Chaudières;
• Rue Eddy, between pont des Chaudières and rue Laurier;
• Boulevard Alexandre-Taché, between rues Eddy and Scott;
• Rue Scott, between boulevard Alexandre-Taché and promenade du Lac-des-Fées;
• Promenade du Lac-des-Fées, between rues Graham and Brodeur;
• Rue Saint-Jean Bosco, between promenade du Lac-des-Fées and rue Lois;
• Rue Lois, between rues Saint-Jean Bosco and Montcalm;
• Rue Montcalm, between rues Lois and Wellington;
• Rue Wellington, between rues Montcalm and Eddy;
• Rue Eddy, between rue Wellington and promenade du Portage;
• Promenade du Portage, between rues Eddy and de l’Hôtel-de-Ville;

All according to the following conditions:

• Respect provincial road signage standards and the requirements of the City of Gatineau's standardized specifications;
• Ensure an agreement with the Fire and Police Security Services regarding public safety and traffic control;
• Ensure a sufficient number of police officers on duty to direct and control traffic;
• Release the City of Gatineau from any liability for damage to others that may result from holding the event and provide the Service des arts, de la culture et des lettres, no later than two weeks before the event, a copy of the insurance forms designating the City of Gatineau as an additional insured, liability and indemnification, as well as general civil liability of $3,000,000.

Emergency vehicles will have access to the route if an emergency situation requires it. Société de transport de l’Outaouais and OC Transpo buses will have access to rue Laurier as needed.

CONSIDERING THAT the 5.3 km circuit on the territory of the City of Gatineau as part of the 2026 edition of the Défi CN pour le CHEO requires the closure of streets and parking lots;

CONSIDERING THAT the Service de police de la Ville de Gatineau will ensure traffic control and street closures, in collaboration with the organization, all according to the signage plan and staffing plan approved by the City of Gatineau;

CONSIDERING THAT all costs related to municipal services involved in the closure of streets, parking lots, and route security for the event are entirely at the expense of the organization Fondation CHEO, located at 415, Smyth Road, Ottawa, Ontario, K1H 8M8 (118852474 RR 0001):

PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee approve the closure of streets and parking lots, on Sunday, May 3, 2026, as defined below as part of the 2026 edition of the Défi CN pour le CHEO, namely:

The following streets must be closed to all traffic and parking (except authorized vehicles) temporarily according to the following dates and times:

1. The cycling event expects traffic of fewer than 500 people;
2. Street closures and traffic control are essential elements for participant safety;
3. Emergency vehicles will have access to all sections of the closed streets if the situation requires it;
4. Residents who are owners or tenants on the closed street sections will have access to their property or business at all times;
5. Residents who are owners or tenants on the closed street sections will have access to their parking under the control of the Police Service and the organizing committee;
6. The Gatineau Police Service and the Mobility Service are in agreement with the event's proceedings;
7. The Société de transport de l’Outaouais and the Service des infrastructures et des projets were consulted for the holding of the event;
8. The Hull Service Centre, the Downtown Office, the Fire Safety Service, the Public Works Service, the Citizen Interaction Service, the Communications Service, and the Recreation, Sports and Community Development Service were informed;
9. The City's Communications Service will issue a press release on the street closures in effect;
10. The Recreation, Sports and Community Development Service will disseminate the information to the concerned residents' associations;
11. A circular will be produced and distributed by the organization to the enclosed residents and businesses.

All according to the following conditions:

• Respect Transports Québec road signage standards;
• Sign a service agreement with the Police Service;

CONSIDERING THAT under Bylaw number 816-2017 concerning the delegation of power from the executive committee to certain officials including the power to authorize expenses and enter into contracts on behalf of the City of Gatineau, salary expenses associated with a work overload of more than $250,000 must be submitted to the executive committee;

CONSIDERING THAT the expenditure of $396,622.22 associated with the creation of this work overload means that the total amount is greater than the sum of $250,000;

CONSIDERING THAT the Human Resources Department was authorized to fill a temporary work overload assignment as Coordinator, Infrastructure for the Service des infrastructures et des projets for a duration of 36 months:

PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee authorize the expenditure associated with filling this temporary work overload assignment as Coordinator, Infrastructure for the Service des infrastructures et des projets for a duration of 36 months.
