The PowerPoint document "Modern Built Heritage Inventory" is presented to the members. The presentation is broken down into the following sub-themes: • Objective of the presentation; • Contextualization; • Inventory planning; • Inventory realization; • Results; • Deliverables; • Next steps.
After the presentation, questions, answers, and comments are formulated, concerning among other things: • Recognition of the effort deployed to carry out this inventory; • Registration of a building in the inventory is not equivalent to a citation and will not have the short-term effect of limiting owners when carrying out renovation work. The objective of this inventory is to inform and sensitize interested persons, architects, and other stakeholders to the heritage values attributed to these buildings, and to strengthen their identity; • The realization of the traditional built heritage inventory is underway. When the latter is completed, the City's obligation to seek the opinion of the ministère de la Culture et des Communications for any demolition request for a building constructed before 1940 will be lifted; • The modern built heritage inventory is the first of its kind at the City of Gatineau; • All documents prepared by the firm mandated to carry out this inventory have been validated by the municipal administration; • The DuBarry "quadrex" were not included in the inventory, as they have been highly altered over time, despite their quality as a complex; • The realization of this inventory is considered a step forward; • The style-based approach is considered the correct method; • Research and analysis were carried out exclusively on the exterior of the buildings. Nothing prevents eventually continuing with an analysis of the interior of certain buildings; • Certain architectural styles, even the least appreciated like brutalism, are still part of the heritage; • The recommendation of the Conseil local du patrimoine concerns the modern built heritage inventory, and not the methodological report and the consultant's recommendations; • According to the scoring system, it is estimated that even highly transformed buildings could have obtained a good score, since only 4 points are attributed to their state of conservation. It is answered that it was chosen to exclude these buildings from the inventory, and that a perfect evaluation method does not exist; • This inventory can be updated periodically, as needed, unlike the traditional built heritage inventory which must be kept up to date; • It will eventually be proposed to frame buildings with higher heritage value through a PIIA (Site Planning and Architectural Integration Program); • The sector of the programme particulier d'urbanisme (PPU) of Vieux-Aylmer, currently under development, includes only two modern heritage buildings. The administration will evaluate if planning for this type of building in this sector is appropriate; • The modern built heritage inventory does not aim to restore the original characteristics of the buildings listed therein; • Demolition requests for buildings listed in the modern built heritage inventory must first be studied by the Conseil local du patrimoine, which will issue its opinion to the Committee on demolition requests.
