CONSIDERING THAT the three-year workforce plan exercise has allowed for the prioritization of needs in order to create permanent positions while respecting allocated budgets;
CONSIDERING the major projects underway and upcoming, notably the tramway, the police headquarters, the Aylmer sector service point, the multifunctional centre, and the hospital;
CONSIDERING THAT the Deputy General Management for Sustainable Development, the Infrastructure and Projects Department, the Asset and Investment Planning Department, the Urban Planning and Sustainable Development Department, the Mobility Department, the Police Service, and the Responsible Procurement Department have conducted an analysis of their initial needs to support these major projects and that it is necessary to make modifications to the organizational structure of these services;
CONSIDERING THAT it is appropriate to stabilize the workforce by dedicating additional human resources based on targeted profiles to allow for the completion of deliverables within the established timelines:
IT IS PROPOSED BY MAYOR MAUDE MARQUIS-BISSONNETTE, SECONDED BY COUNCILLOR STEVE MORAN, AND RESOLVED THAT, following the recommendation of the executive committee number CE-2024-660 of October 1, 2024, this council agrees to modify the organizational structure of the Deputy General Management for Sustainable Development, the Infrastructure and Projects Department, the Asset and Investment Planning Department, the Urban Planning and Sustainable Development Department, the Mobility Department, the Police Service, and the Responsible Procurement Department as follows:
Deputy General Management, Sustainable Development • Create one position whose job title and salary class will be determined by the Human Resources Department, under the direction of the Deputy General Manager, Sustainable Development;
Infrastructure and Projects Department • Create two project manager positions (positions numbers SIS-PRO-092 and SIS-PRO-093) located at class 6 of the professional salary scale, under the direction of the Head of Service, Real Estate Portfolio; • Create four infrastructure coordinator positions (positions numbers SIS-PRO-094, SIS-PRO-095, SIS-PRO-096, and SIS-PRO-097) located at class 5 of the professional salary scale, under the direction of the Head of Service, Real Estate Portfolio;
Asset and Investment Planning Department • Create three infrastructure coordinator positions (positions numbers PAI-PRO-031, PAI-PRO-032, and PAI-PRO-033) located at class 5 of the professional salary scale, under the direction of the Head of Service, Asset Planning;
Urban Planning and Sustainable Development Department • Create one project coordinator position (position number UDD-PRO-044) located at class 4 of the professional salary scale, under the direction of the Head of Service, Planning and Land Development;
Mobility Department • Create one planning coordinator position (position number MOB-PRO-013) located at class 4 of the professional salary scale, under the direction of the Head of Service, Planning; • Create two safety and mobility management coordinator positions (positions numbers MOB-PRO-014 and MOB-PRO-015) located at class 5 of the professional salary scale, under the direction of the Head of Service, Safety and Mobility Management;
Police Service • Create one chief inspector position (position number POL-CAD-049) whose salary is provided for in Appendix B of the Politique salariale des cadres de la Ville de Gatineau, under the direction of the Director, Police Service;
Responsible Procurement Department • Create one strategic procurement advisor position (position number SAR-PRO-006) located at class 4 of the professional salary scale, under the direction of the Head of Service, Strategic Procurement;
The Human Resources Department is authorized to modify the organizational chart of the concerned services. The funds for this purpose will be taken from the following budget items:
• $877,217.00/year, plus social benefits funded by the TramGo project and/or block D; • $365,943.00/year, plus social benefits funded by the Centre Hospitalier Affilié Universitaire de l’Outaouais (CHAUO) project and/or block D; • $253,100.00/year, plus social benefits funded by the Quartier général du SPVG; • $253,100.00/year, plus social benefits funded by the western multifunctional centre; • $157,907.00/year, plus social benefits funded 50% by the Quartier général du SPVG project and 50% from the police workforce plan; • $113,470.00/year, plus social benefits funded by the investment plan – Maintenance component (PIVM).
