CONSIDERING THAT it is appropriate to proceed with the appointment of a Director, Fire Safety Service (position number INC-CAD-001) at the Fire Safety Service as of May 28, 2026:

IT IS PROPOSED BY COUNCILLOR STEVE MORAN, SECONDED BY MAYOR MAUDE MARQUIS-BISSONNETTE, AND RESOLVED THAT, following the recommendation of the executive committee number CE-2026-365 of May 26, 2026, this council accepts:

• the interim appointment of Mr. André Bonneau to the position of Director, Fire Safety Service (position number INC-CAD-001) at the Fire Safety Service starting May 28, 2026, until the permanent incumbent takes office; • the probationary hiring and permanent status of Mr. Patrice Brunelle to the position of Director, Fire Safety Service (position number INC-CAD-001) at the Fire Safety Service.

Mr. Brunelle's salary is set at class 10, step 7 of the City of Gatineau's management salary scale. Mr. Brunelle is subject to a 12-month probationary period. His start date will be determined by the Human Resources Department. Mr. Brunelle is subject to all working conditions for management employees of the City of Gatineau. Permanent status in this position will be granted to him by right, provided that the probationary period is completed, in accordance with the provisions of the City of Gatineau's management employment conditions manual. CONSIDERING THAT Chapter II of the Charte de la Ville de Gatineau was repealed by the Loi modifiant diverses dispositions afin notamment de donner suite à certaines demandes du milieu municipal (Bill 104);

CONSIDERING THAT section 70.3 of the Loi sur les cités et villes (RLRQ, chapter C-19), introduced by this bill, provides that the appointment of a civil servant or employee referred to in the second or third paragraph of section 71 of that Act now falls exclusively under the municipal council;

CONSIDERING THAT this section 70.3 thus provides that the appointment of employees who are not employees within the meaning of the Code du travail falls under the municipal council, which corresponds to the "Management" category of employees within the City of Gatineau;

CONSIDERING THAT Bill 22, Loi bonifiant les pouvoirs d’intervention des municipalités et modifiant d’autres dispositions législatives, has been tabled at the National Assembly and proposes to amend section 70.3 of the Loi sur les cités et villes so that only the appointment of certain key administrative positions falls exclusively under the municipal council;

CONSIDERING THAT until these legislative amendments are adopted, it is appropriate for the City to comply with the law currently in force:

IT IS PROPOSED BY COUNCILLOR STEVE MORAN, SECONDED BY MAYOR MAUDE MARQUIS-BISSONNETTE, AND RESOLVED THAT, following the recommendation of the executive committee number CE-2026-364 of May 26, 2026, this council accepts the probationary hiring and permanent status of the management employees presented in the attached table for the period of May 11 to May 22, 2026. They are subject to all working conditions for management employees of the City of Gatineau. A treasurer's certificate was issued on May 25, 2026. Adopted.
