  • The strip of land to be ceded will be used for the widening and urbanization of chemin Vanier;
  • The roadway will not reach 6 m from the dwellings after the widening of chemin Vanier;
  • The importance given to active transportation is appreciated;
  • The developer's effort to consult the Residents' Association is welcomed;
  • The architectural style of the buildings is appreciated;
  • It is believed that it would have been possible to build even higher;
  • A pedestrian crossing on chemin Vanier at the mouth of the central active link connecting the "La Croisée" project to chemin Vanier is requested;
  • It is requested to ensure the security of travel on the sidewalk on chemin Vanier towards chemin d'Aylmer, due to the numerous high-speed entries and exits of police cars;

CONSIDERING THAT a request has been formulated for the construction of four 36-unit buildings on a portion of lot 3 115 021 located at 230, 240, 250, and 260, chemin Vanier (N.O.);

CONSIDERING THAT a strip of land with a depth of 10.52 m will be ceded to the Ville de Gatineau for the widening of chemin Vanier;

CONSIDERING THAT, according to the proposed site plan, the cession of this strip of land reduces the front setback of the proposed buildings from 15.52 m to 6 m;

CONSIDERING THAT the cession of this strip of land implies obtaining a minor variance to reduce the front setback for each of the proposed buildings;

CONSIDERING THAT, with the exception of the requested minor variance, the project must comply with all other provisions of the construction, zoning, and subdivision bylaws;

CONSIDERING THAT the proposed site plan respects the orientations of the urban plan, as it proposes a continuity between the urban fabric of the adjacent residential project and chemin Vanier with a central active link serving as an emergency route;

CONSEQUENTLY, this Committee recommends that the council grant a minor variance to the Règlement de zonage numéro 532-2020, at 230, 240, 250, and 260, chemin Vanier (N.O.), in order to reduce the minimum front setback from 15 m to 6 m, as illustrated in the document:

  • Avant-projet de lotissement, prepared by Marc Fournier, land surveyor, mandate 63292, minutes 28169, dated February 17, 2025, and revised April 29, 2025.

And this, conditionally upon:

  • The cession to the Ville de Gatineau of the 10.52 m strip in accordance with the provisions of Règlement 511-10-2023;
  • The composition of the facades along chemin Vanier being carried out in a manner to resemble a main facade;
  • The signing of an agreement regarding municipal works for: o The relocation of a fire hydrant; o The installation of a new fire hydrant; o The development of an active link on lot 3 116 543.
  • The registration, before the issuance of a building permit, of a right-of-way and public access easement in favor of the City to allow active transportation between chemin Vanier and chemin de la Croisée;
  • The maintenance of the base of this easement by the property owner.

  • Zoning allows for the development of an additional dwelling unit for a single-family home;
  • It is possible for the additional unit to obtain a different address, but it is not mandatory;
  • The additional unit does not need to have its own connection to the water and sewer networks;
  • It is believed that the neighborhood could be sensitive to the addition of this unit;
  • One of the conditions for adding an additional unit is that the dwelling must retain its single-family appearance. A distinct entrance to the additional unit may be added on the side or rear facade only;
  • A better alignment of the expansion's windows with the existing ones is desired;
  • It is desired that chemin Robert-Stewart allow for safe active travel to the trail at the end of the street;
  • It is desired that an inspection be scheduled when the certificate of location is submitted after the work, to verify the health of the planted trees.

CONSIDERING THAT a request aimed at modifying the natural level of the land to allow for an expansion of the main building has been formulated for a property located at 112, chemin Robert-Stewart;

CONSIDERING THAT the land is located in a protected and integration woodland sector under the Règlement relatif au plan d’implantation et d’intégration architectural numéro 505-2005;

CONSIDERING THAT the site targeted by the work includes two mature trees in the backyard of the dwelling that can be preserved to carry out the expansion project;

CONSIDERING THAT the project mostly respects the applicable objectives and criteria of the Règlement relatif au plan d’implantation et d’intégration architecturale numéro 505-2005;

CONSIDERING THAT the project also requires the granting of minor variances by the council and that, with the exception of the requested minor variances, the project complies with all other provisions of the Règlement de zonage numéro 532-2020, currently in force;

CONSEQUENTLY, this Committee recommends that the council approve, under the Règlement relatif aux plans d'implantation et d'intégration architecturale numéro 505-2005, a project to expand a detached single-family home in a protected and integration woodland sector, on the property located at 112, chemin Robert-Stewart, as illustrated in the project analysis in the document:
