CONSIDERING THAT a request to demolish a community building was submitted for the property located at 125, rue de Carillon;
CONSIDERING THAT the existing main building built in 1957 has no recognized heritage value and is not identified in the document Ville de Gatineau – Inventaire du patrimoine bâti – 2008;
CONSIDERING THAT the Centre Robert-Guertin targeted by this demolition request, whose use is an arena, is a property of the Ville de Gatineau and that the building has been closed to the public since March 2020 due to its deteriorated state;

CONSIDERING THAT the expert reports, provided by the Service des infrastructures et des projets, reveal the presence of cracks and the weakening of the roof trusses requiring frequent snow removal from the roof to avoid a loss of resistance, as well as the presence of blisters, open membrane joints on the entire roof that could cause water infiltration, as well as the presence of mold, asbestos, lead, and other hazardous materials inside the building;
CONSIDERING THAT the photos of the building reveal the deterioration of its appearance and its interior spaces, notably at the level of the exterior doors and the damaged or vandalized wall cladding, and the faded and vandalized interior spaces;
CONSIDERING THAT the building has reached a significant level of degradation requiring major repair work involving very high costs;
CONSIDERING THAT no complaint file regarding the deterioration of the quality of life of the neighborhood targeting the building to be demolished is active;
CONSIDERING THAT the preliminary program for the reuse of the cleared land consists, for the moment, of clearing the land while waiting for the municipal council to adopt a longer-term reuse program;
CONSIDERING THAT the Demolition Committee may set the conditions necessary for the issuance of a demolition certificate;
CONSIDERING THAT before rendering its decision, the Committee took into account all the evaluation criteria listed in Article 22 of Règlement numéro 900-2021;
CONSIDERING THAT before rendering its decision, the Committee took into account the oppositions received following the publication of the public notice of demolition on February 14, 2024;
