  • It is proposed to add a second condition, namely the filing of a lease signed by the organization and the owner of the building, with the date of the signature. The demolition would therefore not be possible without a signed lease. The date of September 1st is proposed as the deadline for signing a new lease, otherwise this condition will lapse;
  • Habitations Outaouais métropolitain (HOM) and the Office d’habitations Outaouais (OHO) do not oppose the September 1st deadline. They will still be within the deadlines for obtaining subsidies for their 150-unit project;
  • It is estimated that the proposed date of September 1st is too far away. A middle ground between April 30 and September 1 is proposed, namely July 1, or as soon as the mortgage is released.

CONSIDERING THAT a request to demolish a 21-room residential main building, occupied until the end of March 2024, has been made for the property located at 111, rue de Carillon;

CONSIDERING THAT the existing main building, constructed in 1952, has no recognized heritage value and is not identified in the document "Ville de Gatineau – Inventaire du patrimoine bâti – 2008";

CONSIDERING THAT the building is in a state of average disrepair and requires maintenance work estimated at $438,600, according to an assessment prepared by the applicants and filed on 2024-03-15;

CONSIDERING THAT no complaint file regarding the deterioration of the neighborhood's quality of life targeting the building to be demolished is active;

CONSIDERING THAT there is a presence of contaminants in the soil incompatible with the planned residential use and that soil decontamination work is required before the construction of the building planned to replace the existing constructions;

CONSIDERING THAT the preliminary program for the reuse of the cleared land consists of consolidating the lands located at 111 and 115-121, rue de Carillon, in order to build a 10-story residential building comprising 150 housing units;

CONSIDERING THAT the construction project constituting the preliminary program for the reuse of the cleared land must be approved by the council pursuant to the Règlement relatif aux plans d’implantation et d’intégration architecturale numéro 505-2005, since it is located in the downtown consolidation sector, and pursuant to the Règlement relatif aux usages conditionnels numéro 506-2005, because the project will include more than 100 housing units;

CONSIDERING THAT the construction project is in evolutionary design and could also require minor variances to the Règlement de zonage numéro 532-2020;

CONSIDERING THAT the Demolition Review Committee may set the conditions necessary for the issuance of a demolition certificate;

CONSIDERING THAT before rendering its decision, the Committee took into account all the evaluation criteria listed in Article 22 of Règlement numéro 900-2021;

CONSIDERING THAT before rendering its decision, the Committee took into account the oppositions received following the publication of the public notice of demolition on April 10, 2024;

CONSIDERING THAT this Committee is convinced of the appropriateness of the complete demolition of the building given the public interest and the interest of the parties;

CONSIDERING THAT one member registers their dissent;
